WHE S, The Committee on Lands, composed of the Mayor, the Purch sing Agent, and the Commissioner of Parks and Recreation and Public Buildings of the City of Saint Paul, has secured an agreement for the pur- chase of that certain property described as follows: The South 1/2 of Lot one and the South 1/2 of the East 20 feet of Lot two, Block 16, Merriams Rearrangement of Merriam Park (as to Blocks 7, 8, 9, 10 & 16) acc. ; and WHEREAS, The property described therein is necessary for the expansion of Merriam Terrace Park, and the price at which the property may be purchased is at the total amount of $11,500.00, a fair and reasonable price according to the appraisal obtained by the Committee on Lands; and WI-IEREAS, Said Committee has recomm��fided the purchase of said property at the price stated above, as evidenced by the letter of said Committee submitted herewith; now, therefore,; be it RESOLVED, That�pursuant to �Section 303 of the Charter of the City of Saint Paul, the Council of�the City of Saint Pau1 does hereby authorize . the purchase o,f the land described as: . , �^ �.. f , � ' �� The South 1/2 of Lot- one and the�South 1%2 of the East 20 feet of Lot two, Block 15, Merriams Rearrangement of Merriam Park � (as to Blocks 7, 8,`9, 10 & 16) acc. ; ,and r , • RESOLVED Further that. the proper ci:ty officials are hereby author- ized and directed to pay to James W. ,and Milcl.red A. The contract owners of the above described lands, John J. Jr. and Dolores E. Colbert, have accepted an offer tendered them by the City in the amount of $11,500.00 as compensation for the sale of the said land to the Ci-Ly. This property, including land and buildings, is needed by the City of Saint Paul for the expansion of Merriam Terrace Park. In view of the reasonable ;p'rice for which it can be purchased, said price being the appraised fair and reasonable market value thereof, we, the Committee on Lands, do recommend to the Council of the City of Saint Paul that it authorize the pur- chase of said land in lieu of condemnation proceedings at the price of $11,500.00 as negotiated with the owners.
