inclusive, of the Saint Paul Legislative Code, pertaining to Use •
Districts, Height Districts and Rezoning of certain properties in
the City of Saint Paul, as amended, be and the sa.me is hereby
further amended so as to rezone the following described property
from "A" Residence District to "C" Residence District , to—wit:

Cumberland Addition Plat l;
situate on property located on the south side of Idaho Avenue

Dear Sir:
This is in regards to the petition of John E. Regenold to rezone from
"A" Residence (single and two family homes) to "C" Residence (high density
apartments) property located on the south side of Idaho Avenue between
Arundel Street and Cohansey Street. This property is further descri.bed as
Lots 1, 2, 3, and the No. 25' of Lot 4, Block 6, Edwin M. Ware's Cumberland
Addition Plat 1. The. petitioner proposes to develop,the site .with apart-
ments (approximately 102 apartment units would be allowed on this property).
This matter was considered by the Board of Zoning at a public hearing
held on June 6, 1968. The Commissioner of Finance had declared the petition
sufficient with the owners. of `13 of a possible 19 (68.8�) tracts within
100' having signed. the petition. The staff reported that area zoning is
primarily "A" Residence with the exception of two blocks to the northeast
,_ which are zoned "C" Residence. Existing development consists of a large
apartment development to��the northeast, a few scattered single family
residences_ to the Rest, Elmhurst Cemetary one block to the west and south,
• and single family homes to the southeast on a bluff whieh is much higher
than the site in ques.tion. The site in que.stion is level�.and slightly low
at the northerly edge. At the southerly edge of the property is the foot
of a steep embankment. The Comprehensive Plan recommends R-6 residential
(medium density residential) for the area and steep slope conservation to
the south and east.
It was- the findings of the Board that recent development in the area has
been high density multiple family in nature. The property is located in a
pocket in the terrain, adjacent to a steep slope whieh rises sharply to the
• south and east. The proposed use is compati.ble with most of the existing
uses in the area.
Therefore, the Board of Zoning recommended approval of the rezoning from
"A" Residence to "C" Residence. _
