or none of said bonds , after giving due notice of said sale
in the manner prescribed by law, in the St. Paul Legal Ledger,
the official newspaper of said City, and in the Commercial West,
a financial periodical published in the State of Min.nesota;
that each bidder shall be required to accompany his bid by a
certified or cashier' s check for two per centum (2�) of the
amount of bonds bid for, which will be forfeited to the City
as liquidated damages if the bonds are not taken and paid for
when ready for delivery ; that the City Comptroller shall, at
the next meeting after re�eiving said bids , present the same
� to the Council for their action thereon; and that said bonds '
shall be awarded to the person offering the lowest net 'interest
cost to the City, not exceeding six per centum (6%) per annum.

W.�REAS, Under authorization of Chapter 700, Laws of
Min.nesota for ig63, any city of the first class comprising a
part of a sanitary district authorized pursuant to the provi-
sions of Minnesota Statutes ig65, Chapter 445, as amended, may
prepare� and adopt a study and plan for sewage service within and
without its boundaries ; and
WHEREAS, Pursuant to the authorization of said Chapter
700, Laws of Minnesota for 1963, theCity of Saint Paul, Depart-
ment of Public Works, has prepared the first phase of the plan.
under date of May �g64, in a report entitled "Metropolitan
Sairit Paul Sanitary Sewerage Report" , said report being concerned
primarily with sewerage service for communities outside the
Saint Paul boundaries ; and �
WHEREAS, Under date of January ig67, the City of Saint
Paul, Department of Public Works , has prepared a second phase
of the plan in a report entitled "Sewerage and Drainage Report" , "
said report dealing primarily with a preliminaxy identification
of sewerage and drainage deficiencies in the sewer system within
the boundaries of Saint Paul; and

WHEREAS, It is now contemplated, pursuant to a direc-
tive dated August 28, sg67 from the Minnesota Pollution Control
Agency, that a third phase of the study and plan be developed
� with further, more detailed proposals for the improvement of

the sewer system within Saint Paul, therefore be it
� ' .D,� RESOLVED� By the Council of the City of Saint Paul,
$ � that pursuant to the provisions of Chapter 700, Laws of Minnesota
� p for �.g63, there shall be issued and sold bonds of said City in the
� m par value amount of One Hundred Eighty-five Thousand Dollars

sold pursuant to the provisions of said Chapter 700, Laws of

option of the holder; and for the prompt payment of
