U CIL RESOLUTION—GENERAL FORM PRESENTED BY COMMISSIONE qTF WHEREAS, �amendments to the Social Security Act were adopted in ig67 regarding exemption of outside income of recipients of AFDC; and WHEREAS, such amend.ments provide th at, as of July 1, 1968, recipients of AFDC will no longer be able to retain even a limited amount of earnings from outside employment unless State enabling legislation is enacted; and Wl3EREAS, unless the amend.ments to the Social Security Act are repealed or postponed, large numbers of AFDC recipients will be unable to participate in numerous useful an.d educational projects ; and . WHEREAS, the Council feels th at the Nation' s social po�ici.�s should encourage, rather than deter, recipients of public assistance to become partially or wholly self—supporting; and WHEREAS, singling out AFDC recipients from all other recipients of public assistance for this kind of_ discriminatory treatment is wrong and unfair; now, therefore, be it RESOLVED� by the Council of the City of Saint Paul, that the City urges a11- membera.of �.ongr.e.s.s�to repeal or postpone the ' effective date of the Social Security Act amendments herein referred to in order to prevent loss of income and dignity by, ,AF'DC clients and the decimation of numerous an.d valuable civic projects in which these clients are currently involved; and be it FUR,THER RESOLVED, That the, City Clerk is directed to send � copies of this resolution to every member of the Senate and the House of Representatives from the State of Minnesota. Paul City Council on the taxation of state and municipal bonds and on the exemp- tion of outside income of AFDC recepients . The Senate approved the tax bill last Friday, in- cluding the provision for limitation of the tax exempt status of industrial development bonds . As you know, industrial development bonds were carefully defined so as to distinguish them from general state and municipal bonds . I am enclosing a summary of the provision. I have previously discussed the income exemption problem with the Finance Committee and am continuing to give this problem close attention and to work for a satisfactory resolution of it . Because the welfare restrictions were made a part of the Social Security bill last year, I voted against the bill. Since then I-have been working toward the repeal or at least postpone- ment of the welfare limitations. Only one of those included in the Social Security Act, the freeze on the number of recipients of welfare aid, has been postponed until 1970. I have also contacted officials of the Social and Rehabilitation Service Division of the Department of Health, Education and Welfare and been assured that further information on this subject is being supplied to both the House Coffi►ittee on Ways and Means and the Senate Committee on Finance. I can assure you that I will not relent in my efforts to relieve the current situation so that the earnings exemption and incentive program in Minnesota does not have to be discon- tinued until the new incentive program is established July 1, 1969.
