'� . r ' M . • �� ��� YOUR INIMEDIATE PERSONAL ACTION IS NEEDED TODAY TO PREVENT TAXATION OF STATE AND LOCAL GOVERN- MENT BOND INTEREST BY THE FEDERAL GOVERNMENT THE PROBLEM ' Senate-House Conference Committee 8ummary of Decisions on Sections 9 and 10 of H.R. 15�1� threatens repeal of tax exemp- tion of State and local bonds to be issued to construct leased facilities. These sections are unrelated to the bill�s major � purpose to extend excise taxes, increase income taxes and cut appropriations by $6 billion. Conferees plan to submit legisla- tion for adoption by Congress this week. Proposal to tax municipal bonds contains exceptions only for "sports facilities (such as stadiums) , convention or trade show facilities, various types of transportation facilities, spec3.fied public utilities, air or water pollution abatement facilities, and facilities for industrial parks". Thus, the bill would deny tax exemption of bonds secured r "in whole or in part" by rentals from property leased for many acknowledged and traditional governmental functions. It would be up to Congress to decide from session to session whether these governmental functions would be retained for exemption and whether any new governmental functions would be added. The only acknowledged purpose of Sections 9 and 10 is to curb tax exempt obligations issued to establish private fac- tories. The present approach sponsored by the U. S. Treasury Department goes much further and is a clear attempt to begin the total destruction of tax exemption and immunity of State and local government obligations. It was added by rider and passed by the Senate with no notice to State and local government officers and no hearings. With your help Sections 9 and 10 can be eliminated from the bill because they are unrelated to its principal purposes. ACTION NEEDED TODAY � Please send telegrams and contact personally each Senator and Representative from your State. Ask them to urge . the Conferees: (1) Delete Sections 9 and 10 from H.R. 15�+14�; (2) Schedule early hearings on the industrial development bond problem to assure that State and local government viewpoint can be made known to the Congress in the usual way; ' and � (3) Any legislation dealing with industrial develop- ment bonds should be limited in effect to bonds 'to finance industrial activities only.
