04-685Council File # vy' �d s S G/.J��7 fL/�e- i/��i%i' � d'��X � �h� Resolution # Green Sheet # 3018336 RESOLUTION CITY OF SAINT PAUL, MINNESOTA Presented By Referred To Committee: Date 3 4 5 6 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 RESOLUTION APPROVING FUNDING FOR CYCLE 10 (2004) OF THE CULTURAL STAR PROGRAM WHEREAS, on July 13, 1994, the City Council of the City of Saint Paul established the Cultural Capital (Cultural STAR) Investment Program, and WHEREAS, the Cultural STAR Program is funded with ten percent of an additional one-half of one percent sales tas on sales transactions that occur within the city, pursuant to Minnesota Statutes, Chapter 297A, authorized by the State of Minnesota, Chapter No. 375, Sec. 46, and WHEREAS, the purpose of the Culhual STAR Program is to fund projects that further culhual and visitor acrivities withiu the city of Saint Paul, and WHEREAS, pursuant to 1998 Minnesota Laws Chapter 389, Article 8, SS 37, Subdivision 1, a citizen review panel, commonly lmown as the Cultural STAR Board, has completed its annual review of all proposals for the expenditure of funds in Cycle 10 of the Cultural STAR Program and has made recommendations regarding the proposed expenditures in rank order, and WHEREAS, the City Council previously awazded Cultural STAR Program funds to the Brilliant Corners Jazz Club, which will not expend these funds, and WHEREAS, the City Council previously awazded Cultural STAR Program funds to the Friends of the Library for the Ruminator Bookstore Event Series, and WHEREAS, the Friends of the Library have changed the plans for the Ruminator Bookstore Event Series and now plans to present a literary series in downtown Saint Paul, and WHEREAS, the Mayor has reviewed the applications for funds in Cycle 10 of the Cultural STAR Program and has made recommendations, which are listed in Attachment B attached to this resolution, and WHEREAS, in aggregate, the proposed projects listed in Attachment B do not meet the Cultural STAR Program guideline that require that at least 25% of Program funds shall be allocated to loans, and WHEREAS, the proposed funding awazd for the Saint Paul Arts and Culture Partnership does not meet the program guideline that no organization can receive an organizational development funds in an amount that exceeds than 25 percent of its annual budget, and WHEREAS, the proposed funding awazds for the Minnesota Historical Society, the SteppingStone Theatre, the Actors Theater of Minnesota and the Irish Fair of Minnesota do not meet the prograui guideline that no organization can receive organizational development funding for more than three consecutive yeazs, and 43 44 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65 66 67 68 69 70 71 72 73 74 75 76 D� G �S WHEREAS, the projects listed in Attachment B aze consistent with all other Guidelines for the Cultural STAR Program, and WHEREAS, none of the projects listed in Attachment B represent a Business Subsidy as defined by Minnesota Statutes, Chapter 116J, now, therefore, be it RESOLVED, that the City Council hereby approves the projects and amounts listed in Attachment B attached hereto for funding in Cycle 10 of the Cultural STAR Program, and be it FURTFIER RESOLVED, that the Council hereby waives the Program requirement that at least 25 percent of Program funds be distributed as loans, and be it FURTf�R RESOLVED, that the Council hereby waives the Program requirement that no organization can receive organizational development funds in an amount that exceeds 25 percent of its annual budget in order to accommodate the recommended awazd to the Saint Paul Arts and C�lture Partnership, and be it FURTf�R RESOLVED, that the Council hereby waives the Program requirement that no organization can receive organizational development funds for more than three consecutive years in order to accommodate the recommended awards to the Minnesota Historical Society, �a crA..,.;,,,.cr,...o -ri,P.,� � Actors Theater of Minnesota and the Irish Fair of Minnesota, and be it Cr• �_� . . _ . . . : '. �� - .. , . ... . . , .... - - - - — L. - 11 1 . � i � 1 . � - _ _ - � i � � _ • . _ _ FURTf�R RESOLVED, that the Council hereby requests that the Cultural STAR Boazd review a request from the Saint Paul Festival Association for a$5,000 grant for the Rice Street Festival, a$5,000 grant far the Rondo Days Fesrival and a$15,000 grant for neighborhood festivals throughout Saint Paul, and be it FURTf�R RESOLVED, that the Council approves the budget amendment listed in Attachment A that reflects those projects and amounts, and be it FINALLY RESOLVED, that the Council extends its gratitude to the members of the Cultural STAR Boazd for their hard work in reviewing this yeaz's proposals. This memorandum is my communicauon to you, pursuant to City Charter Section 6.08, stating my disapproval and the reasons therefore. I have vetoed the following items for these reasons: $12,000 for the Theater Space Project far building fund raising and mazketing. This is well in excess of the amount recommended by the Cultural STAR boazd, and the City has already provided $84,000 over the past three years to support the current performance space and to build the organizarion's development capaciry. Additional City funding should not be necessary. $5,000 for the Rice Street fesrival, $15,000 for community festivals, and $5,000 for the Rondo festival. None of these items were recommended ar even reviewed by the Cultural STAR boazd. $12,500 for Theatre MU for an Art Trees promotion. This expenditure for an azts organization based outside of Saint Paul was not recommended by the Culhual STAR board. $20,000 for Stages Theatre Company for Shakespeare in the Park. This expenditure for an arts organizarion based outside of Saint Paul was not recommended by the Cultural STAR board, and they were given grants in 2002 and 2003. $50,000 for Friends of the Library Author Series program. The basis for the original resolution to provide funding for an event series at Ruminator Bookstore no longer exists, and these funds should remain more broadly available for reallocauon. The redirection of funding to this specific program was not reviewed or recommended by the Cultural STAR boud $5,000 for Ramsey County Historical Society for the Bosse Photo Exhibit. This expenditure was reviewed by the Cultural STAR board and received an extremely low rating, and was not recommended by the Cultural STAR board.
