This is in reference to the appeal of Mr. Archie Givens for permission to
construct a nursing home on the south side of Marshall Avenue between Western
Avenue and Arundel Street. (See attached legal descripfi.on:)
This matter was considered �g the Board of Zoning at a public hearing
held on May 16, 1968. �The staff reported that the appelant proposed to
eonstruct' a 150-bed nursing home whieh will be four ,(4) stories in height.
Section 60.15 of the Zoning Code requires a public 'hearing for establishment
of a nursing home in a "C"• Residence district. Existing area zoning consists
of primarily "C" Residence with Commercial zoning on the Western and Selby
Avenue frontages. The site in question is within the Summit-University
Renewal Project. The Comprehensive Plan recommends the area for residential
� uses of inedium and high density nature. .
It was the findings of the Board that a nursing home as proposed would
be compatible with multiple family uses as proposed in the Comprehensive
� Plan. The Director of the Summit-University Renewal Projeet has stated that
! the use fits in with the land use character of the area as anticipated.
', Therefore, the Board of Zoning recommends approval of the application
to establish a nursing home provided that special attention be paid to the

landscape design treatment on the Marshall Avenue frontage of the property.

Gentlemen:
Regarding said application, the staff of the Saint Paul Housing and Redevelopment Auth-
ority is unopposed to the proposed use, and wishes to encourage a11 efforts which wil�
assist in establishing a beneficial environment within the Summit-Univer�ity area. A
nursing home is compatible e�ith and has a desirable relationship to existing and future
developmen� of the immediate nezghborhood. •
However, the Authority is concerned regarding the location of parking in the fron� yard
along Marshall Avenue. The parking areas for this facility would be better located ae
the rear of the property.
