Dear Sir:
This is in regard to the�appeal of the Northern. Pacific Beneficial Association
Hospital to 1) expand a legal non-conforming use, and 2) relax a building set-
back line requirement for property located on Charles Avenue between Edmund
�- Avenue and Simpson and A,�:}�ury Streets. This property is further described
as all of D�er's Re-arrangement of Block 5, Hamline Syndicate No. 3.
This matter was considered at a Public Hearing held by the Board of Zoning
' on April 81, 1968. The staff reported that the Northern Pacific Hospital
' proposes to expand the existing structure with a new west wing, four stories
, in height, and a clinic to the northeast of the existing hospital. Hospitals
must be located within a "C" residence or lower zoning district category.
However, the Northern Pacific Hospital is a legal non-conforming use existing
' before the adoption of the Zoning Coda. The Zoning Code requires an appeal to
' expand upon a legal non-conforming use. There will be an increase in the total
� capacity of two hospital beds. The clinic already exists within the structure
and the space provided by the addition of theexpansion for the clinic will be Y
used to increase the size of some of the rooms and to eliminate some wards.
The proposed addition would reduce the total number of parking spaces from 72
� to 56. The Hospital has indicated that they are investigating the probable
purchase of land in the area for parking use.
Saint Paul's Comprehensive Plan reco�ends semi-public use for the entire
block in question. In regard to the relaxation of the building line setback,
it was the conclusion of the Board that the 11 foot setback requested would not
be detrimental to the area. Mrs. Tschida, who resides in the neighborhood,
was present at the public hearing and expressed concern over the parking sit-
uation. Similar concern was expressed by Mr. B. M. Goodheart and Mr. R. C.
" Diennen in a letter to the Board of Zoning.
Mr. P. 0. Peterson, representing the Hospital, assured the Board that as
soon as property became available, they would provide additional parking.
Therefore, the Board of Zoning recommended approval of the appeals to expand
the non-conformirig use, and to relax the building line setback to 11 feet
as indicated in the submitted plans.

Council hearing Thursday, May 9, 1968
Mr. Westin M. Louis, 1515 Edmund Avenue, called on Wednesday
to say he was unable to come to the hearing.
He has no objection to the request of Northern Pacific
Hospital, but he has been concerned for the past two years
about the noisy air conditioner at the hospital. He has
complained about it many times and the hospital has tried
to remedy the situation without success. He is afraid that
if the hospital builds an addition, the air conditioner will
be noisier than it is now if it has to cool more space. He
would like to see the noise problem cleared up before they
go on with their building.

Council hearing Thursday, May 9, 1968
Mr. Westin M. Louis, 1515 Edmund Avenue, called on Wednesday
to say he was unable to come to the hearing.
He has no objection to the request of Northern Pacific
Hospital, but he has been concerned for the past two years
about the noisy air conditioner at the hospital. He has
complained about it many times and the hospital has tried
to remedy the situation without success. He is afraid that
if the hospital builds an addition, the air conditioner will
be noisier than it is now if it has to cool more space. He
would like to see the noise problem cleared up before they
go on with their building.
