WHEREAS, Neighborhood Housing and Property Improvement (NHPn has requested the City
Council to hold public hearings to consider the advisability of revoking the rental registration certificate
far a single family rental property located at 1007 Oxford Street North and registered to Osadebanilcien
Glory Black; and
WHEREAS, on March 19, 2004, NHPI conducted an inspection of said property and issued a
Vehicle Abatement Order for vehicle removal, with a compliance deadline of April 4, 2004; and
WHEREAS, on April 14, 2004, NHPI conducted a reinspection of said properiy and found lack
of compliance with the previous order; and
WIIEREAS, on April 15, 2004, NHPI sent the holder of the renta� registration certificate for the
subject properiy, Osadebamkien Glory Black , a$50 excessive consumption bill, addressed to 14697 80`�
Place North, Maple Grove, MN 55311-2154, the address on said certificate; and
WHEREAS, AS OF May 27, 2004, said $50.00 has not been paid, and Legislative Code §51.06
(a) (v) provides that non-payment of fees for excessive consumption is grounds for certificate
revocation; and
WHEREAS, on April 15, 2004, NHPI notified Osadebamkien Glory Black of the need to
arrange an interior inspection of the subject property; and
WHEREAS, as of May 27, 2004, an interior inspection has not been arranged, and Legislative
Code §51.07 (a) (iii) provides that the imposition of an excessive consumption fee is grounds for an
interior inspection; and
WHEREAS, on 7une 7, 2004, NIIPI sent Osadebamkien Glory Black the proper Notice of Intent
to Revoke Rental Registration (copy attached); and
WHEREAS, Osadebasnkien Glory Black has not appealed said notice and the time for filing an
appeal has expired; now therefore
BE IT RESOLVED, that based on the foregoing the Saint Paul City Council hereby adopts the
following findings and arder concerning the subject properly at 1007 Oxford Street North;

� 1. That the subject property is a single family rental properry that is required to be registered
with the City's Rental Regisiration Program.
That the holder of the Rental Registration Certificate for the subj ect property is
Osadebamkien Glory Black.
2.
That said certificate holder has been billed for excessive consumption of code inspection
services, which has not been paid.
3.
That said certificate holder has been requested to allow an interior inspection of the
subject properiy, which has not been arranged.

That the notification requirements of Chapter 51 haue been fulfilled and the time for an
appeal has expired without an appeal being made.

The Saint Paul City Council hereby makes the following order:
1. The above-referenced Rental Registration Certificate issued to Osadebamkien Glory
Black for the single family rental property at 1007 Oxford Street North, Saint Paul, MN
is hereby revoked.
2. It is further ordered that a copy of this resolution be mailed to Osadebaznkien Glory
Black.

Council acts to revoke this certificate. If all issues are addressed, I wiIl recommend that the revocation be
w ithdrawn from consideration by the City Council.
