04-647Council File # �� Resolution # Green Sheet # 0� � 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 RESOLUTION CITY OF SAINT PAUL, MINNESOTA Presented By Referred To Committee: Date AUTHORIZING APPLICATION TO METROPOLITAN COUNCIL FOR GRANTS THROUGH THE LIVABLE COMMUNITIES DEMONSTRATION PROGRAM WHEREAS, the City of Saint Paul is a participant in the Livable Communities AcYs Housing Incentives Program for 2004 as determined by the Metropolitan Council, and is therefore eligible to apply for funds under the Livable Communities Demonstration Account; and WHEREAS, the City has identified proposed projects within Saint Paul that meet the Demonstration AccounYs purpose and criteria; and WHEREAS, an opportunity grant application will be submitted for Fairview/University and Raymond/University Transit- Oriented Development; and development grant applications will be submitted for Ames Lake, Lexington Park, Phalen Corridor Middle Section Project, University/St. Albans and District del Sol; and WHEREAS, the City has the institutional, managerial and financial capability to ensure adequate project administration; and WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the contract agreements; and WHEREAS, the Saint Paul City Council agrees to act as legal sponsor for the projects contained in the opportunity grant application submitted on June 2, 2004 and the development grant applications submitted on June 30, 2004; NOW, THEREFORE BE IT RESOLVED, that the Director of the Department of Planning & Economic Development is hereby authorized to apply to the Metropolitan Council for Livable Communities Demonstration Account funding on behalf of the City of Saint Paul, and to execute such agreements as are necessary to implement the projects. Yes No Eaplain all yes answers on separate sheet and attach to green sheet INl'PfATING PROBLEM, ISSUE, OPPORTUNII'Y (Who, What, When, Where, Why): A total of $7.7 million is available in 2004 from the Livable Coxnmunities Demonstration Account (LCDA) program: $7.5 million for development grants and $200,000 for opportunity (planning) grants. The LCDA program provides funds for redevelopment that connects with transit, intensifies land uses, connects housing and employment, provides a mix of housing types and affordability, and provides infrastructure to connect communities and attract investment. The City of Saint Paul has applied for and received funds from the program every year since its inception in 1996. ADVANTAGESIFAPYROVED: The City will be able to apply for Livable Communities fixnds, a significant source of redevelopment funding for Saint Paul. DLSADVANTAGES IF APPROVED: None. DISADVANTAGES IF NOT APPROVED: The City wiIl not be abie to apply for Livable Communities funds.
