approved April 19, 1968, a public hearing was duly held on Thursday, �
, May 2, 1968, before the Coun.cil of the City of Saint Paul, said
hearing pertaining to the condition of the structure located at �
41g North Western Avenue, Saint Paul, Minnesota; and

� WHEREAS, Upon the facts presented at the said hearing
consisting of photographs, inspection reports and the recommenda- �
tion of the City _Architect, it is found and determined by the City
� Council that according to the records and files in the office of
the Registrar of Titles, the last record owner of the above- . #
described property is Twin City Federal Savings and Loan Association, �
� and that there are no other lien holders of record; and that it is �

2. Unless such corrective action is taken to comply with �
this Order or an answer served upon the City of Saint Paul and �
filed in the Office of the Clerk of the District Court of Ramsey
Gounty, Minnesota, within twenty (20) days from the date of the �
service of this Order, a Motion fnr Summary Enforcement of this �
Order to raze and remove the said building will be made to the
Ramsey County District Court. �
3. In the event that the building is to be razed by a
the City of Saint Paul pursuant to judgment of the District Court, �
all personal property or fixtures which may unreasonably interfere
with the razin and removal of this building shall be removed a
within ten (10� days from the entry of judgment; and if not so �
removed, the City of Saint Paul shall remove and dispose of such '
personal property an.d figtures as provided by law. �

4. If the City of Saint Paul is compelled to take any y
corrective action herein, all necessary costs egpended by the City �

Gentlemen:
The Buildi.ng Department is hereby submitting its report on the condition
of the property known as ',419 N. Western, a single family dwelling of frame
construction, two stories in height, containing only a partial basement. The
� building is approximately 30 ft, wide, 28 ft, long and 28 ft. in height. The
property is vacant, stand.ing open, and has been vandalized. We have had
correspondence and conversations with Twin City Federal Savings and Loan
Association, one of the owners of the property, and they have indicated to us
that the property was to be rehabilitated. We had issued Permit No. 73970
for some repair,s; however, several months have gone by and the repair work
has not been started other than removal of some of the interior plaster. The
building has not been kept secure, and we have constantly been after the owners
to proceed with the rehabilitation and keep the property secure with no success.
The exterior of the�building is covered vcrith excess siding which has
become broken, and several pieces are missing. The front porch has some
of its structural members and the flooring rotting. The cornice trim boards
are rotting, the window frames are rotting, and the rear porch, roof, floor
and structural members are rotting. The chimney bricks and mortar joints
are deteriorated, causing the bricks to be loose, and the foundation shows some
signs of failing.

The basement area; approximately 9 ft, wide x 15 ft, long, has an exposed
limestone foundation with mortar eroding from between the stones, causing them
to be loose. There is evidence that the sub-flooring is rotted.. Approximatel y
30 per cent of the floor is dirt, and the rest is a badly deteriorated concrete.
The steps to the basement have split treads, no handrail and the windo,w frames
are rotted. �
All the plaster 'has Ibeen removed from the walls on the first floor, and
the window s�as.hes and frames are broken with most of the sashes missing. The

' four rooms have floors which are sagging and buckled. Some of the flooring is
missing from one of the other rooms, and there is a large hole through the �
floor in one of the closets. The stairway from first to second floor has missing
handrails, and the guard rail at the second floor level is also missing. The
second floor, containing four rooms and a bath, are all in poor condition due
to rotting. The bathroom lavatory has been torn from the wall, the plaster is
off all the bathroom walls and the windows are completely rnissing. There are
no acces s ory buildings o n the property.
If it is the opinion of the owners of this property that it can be rehabilitated,
it will be neces sary that they submit the list of corrections which they propos e
regarding the structural condition of the building, as well as the electrical,
plumbing and heating systems, with a schedule for the completion of the
rehabilitation program,' along with the application for permits.
If the foregoing schedule is not subrnitted, it is the conclusion of the
Bureau of Public Build.ings that by reason of inadequate maintenance, dilapidation
physical damage, unsanitary cond.ition and abandonment, the above structure
constitutes a��hazard to public health, welfare and safety, It is the further
conclusion of this Bureau that the matter should be referred to the City �
Attorney's office for submitting to the District Court, and we respectfully so
recommend .
