Gentlemen: �
The Welfare Budget Advisory Committee, at its meeting on ,
Thursday, April 25, recommended approval of the request of
the Ramsey County Welfare Board for additional �equipment and
personnel as shown in the attached letter.
� It should be noted that equipment and personnel charged to
each department will be paid for from the additional revenue
generated by these additions.
The item of $20,000 for a salary increase for interns will
be charged against a $250,000 salary reserve account in the
1968 budget. The committee recommended approval.

Dear Mr. Dalglish:
The Ramsey County Welfare Board, at its meeting on April 23, 1968,
approved a number of staff increases and additional equipment for the
Saint Paul�Ramsey Hospital subject to the approval of the Welfare Budget
Advisory Committee. These increases are not included in the 1968 budget
appropriation. Z'he superintendent of the hospital stated that adjust-
ments would be made in hospital charges to meet these additions to the
hospital services.
The Radiology Department asked for four Clerks and five Technicians.
Dr. G. A. Gretsch, Director of the Department of Radiology, presented
this request. He explained thaf for .the past year the monthly work
load has increased between ten'and fifteen percent in the division of
diagnostic radiology, and there has been an increase in the out-patient
load. In order to make the department-funetion efficiently, additional
� personnel` is {needed in _several key positions. • This will allow increased
utilization of other hospital services and becls. °The Board authorized
four Technicians and three Clerks at ari�estimated cost for six months of -
$18,000.00.
A second request approved by the Board was for increased staff and
equipment for the Corpnary Care Unit. Dr�. Gerald Lee, Cardiologist
at the Saint Paul-Ramsey Hospital, surveyed the status of physiologic
monitoring equipment for coronary -care and recommended approval of the _
revision and purchase of new equipment, which will cost approximately
$18,900.00. In addition to this equipment, Dr. Lee and Miss Minna
Moehring, Director of Nurses, are requesting additional full-time and
part-time personnel at a cost of approximately $72,000.00 for six months.
A third request was received from Dr. Erick Hakanson and Miss Moehring
for staffing of the Labor and Delivery Suite. This included one full-
time Registered Nurse , one full-time Licensed Practical Nurse, five
part-time Licensed Practical Nurses, two full-time Aides, and two part-
time Aides at a cost of approximately $22,000.00 for six months. This

increase is based on an increase in utilization of the labor and delivery ,
services which was not anticipated at the time the budgets were prepared
approximately a year ago.
A fourth request approved by the Board was the establishment of an
�� � Echoencephalogram Laboratory. The hospital administration, the Founda-
I ` tion, and the medical staff have negotiated with Dr. Robert Gumnit for
the development of an Echoencephalogram Laboratory. It is their recom-
n� mendation that this laboratory be estab lished at this time. An expendi-
1 ture in the amount of $8,900.00 will be needed, and it is estimated that
the income generated by this department will equal the expenditures re-
quested. The cost for six months of 1968 is estimated at $8,900.00. '
The Board approved a request for an increase in stipends for forty in-
terns and residents, effective July l, 1968. Mr. Janke reported that
Dean Robert Ulstrom, Associate Dean at the University of Minnesota Medical
School, has notified the Board that the University heads took action -�o
increase internst and residentst stipends beginning July l, 1968, to
$5,300.00 per year for interns and a beginning salary of $5,500.00 for
first-year residents , with $500.00 increments for each additional year
- of service. It is estimated that the cost will be approximately $'�20,000.00
for the last six months of 1968. It was recorrunended that i.n order to
��� finance these increases the cost be charged against a`�$250,000.00 salary
�_ � reserve account, which was �established in the 1968 budget.
