WI3EREAS, Pursuant to resolution, C. : F. No. 238254,
approved April 23, 1968, a public hearing was duly held on Tuesday,
. May 7, 1g68, before the Council of the City of Saint Paul, said
` hearing pertaining to the condition of the structure located at
970 Bayard Street, Saint Paul, Minnesota; and
Wl�REAS, Upon the facts presented at the said hearing
consisting of photographs, inspection reports and the recommenda-
tion of the City Architect, it ia foun.d and determined by the
City Coun.cil that according to the records and files in the
office o� the Registrar of Titles , the last record own.er e�f the
above-described property is Barbara Beck, and. that there is an
Old Age Assistance Lien filed in favor of Ramsey Coun.ty, Minnesota;
. that according to the records in the Coun.ty Auditor' s Office the
real estate taxes are delinquent; and that there are no other lien
holders of record; that it is further determined that the above-
�` described building constitutes a hazardous building within the
definition of Minnesota Statutes Section 463. 15 for the following
reasons: .

the building, the building does not meet the
requirements of the Saint Paul Building Code
and apparently it was illegally moved into the
City some sigt�een (16) years ago;
c. i�he shed to the rear of the building
has been� a dilapidated condition and is beyond
reasonable repair;
d. The building and accessory building
constitute a nuisance and a hazard to the public
� health, safety and welfare because of its

RESOLVED, That in accordance with Minnesota Statutes
Sections 463. 15 through 463. 26, and based upon the foregoing
findings of the City Council, the Council of the City of Saint
Paul does hereby make t'he following Order:

accessory building shall make the same safe and not detrimental
to the public health, safety and welfare by having the building R

and accessory building razed and the materials therefrom removed
from the premises within twenty (20) days from the date of the
service of this Order.
2. Unless such corrective action is taken to comply
with this Order or an answer served upon the City of Saint Paul
and filed in the Office of the Clerk of the District Court of
Ramsey County, Minnesota, within twenty (20) days from the date
o� the service of this Order, a Motion for Summary Enforcement
of this Order to raze and remove the said building and accessory
building will be made to the Ramsey County District Court.
3. In the event that the buildings are to be razed by
the City of Sant Paul pursuant to judgment of the District Court,
all personal property or figtures which may unreasonably inter-
fere with the razing and removal of these buildings shall be
removed within ten. (10) days from the entry of judgment; and if
not so removed, the City of Saint Paul shall remove and dispose
of such personal property and fixtures as provided by law.
4. If the City of Saint Paul is compelled to take any
corrective action herein, all necessary costs egpended by the
City will be assessed against the above-described real estate
and collected as other taxes; and be it
FUR,THER RESOLVED, That a certified copy of this resolu-
tion and incorporated Order herein be served upon the last record
owner of the above-described property and upon other interested
parties in the manner provided by 1-aw.

Gentlemen:
The Building Department is hereby submitting its report on the condition
of the property known as 970 Bayard, a single family dwelling. The owner of
record is Barbara Beck. The legal description of the property is Lot 13 in
Nixon Addiiion to Saint Paul.
The property at 970 Bayard is classi.fied as a prefabricated single family
dwelling. It is a cottage type made of 4 ft, by 8 ft, sections to give it an appear-
ance of a log cabin. The building is 12 ft. wide, 28 ft, long and 12 ft, in height.
It has been vacant for an extended period of time and has remained secure only
because the neighbors have taken it upon themselves to keep it so when it 'has
become broken into.
EXTERIOR. Walls are constructed of 2«x3« studs spaced 2 ft, on center.
There is one area where one of the sections of siding has been pulled off, possibly
due to a storm that caus ed the electric s ervice to pull this s ection off the
building. It was never replaced. The building does not have any basement and
only a limited foundation. There is a pit for the water meter, accessible through
a trap door in the floor. It contains only two rooms: the bedroom and the general
purpose area.
PLUMBING. Consists of a kitchen sink, toilet and wash basin, There is
no evidence of any bathing facilities. �
ELECTRICAL. The electrical system in the buildi.ng is less than minimum, and the
heat had been provided by a gas space heater. This department has not been able
to determine the age of the build:ing. The owners adjacent to it indicated that
approximately 16 years ago this building was s et up, but at that time it would have
been in violationof the minimum construction requirements of the Building Code.
There is a wood shed at the rear of the lot, approximately 5 ft. wide, 6 ft.
long and 7 ft. high which also should be removed.

If it is the opinion of the owners of this property that it can be rehabilitated,
it will be necessary that they submit the list of corrections which they propose
regarding the structural condition of the building, as well as the electrical,
plumbing and heating systems, with a schedule for the completion of the
rehabilitation program, along with the application for permits.
If the foregoing schedule is not submitted by the owners, it is the •
conclusion of the Bureau of Public Buildings that by reason of i.nadequate
maintenance, dilapidation, physical damage, unsanitary condition and abandon-
ment,t.the above structures constitute a hazard to public health, safety and
welfare. It is the further recommendation of the City Architect that the Council
concur in this conclusion and refer the matter to the City Attorney's offi ce for
submission of this condemnation to the District Court.
