WHEREAS, Pursuant to resolution, C. F. The building constitutes a nuisance and a hazard to the public health, safety and %` welfare because of its physical damage, dilapida- tion, abandon.ment an.d inadequate maintenance; . now, therefore, be it . `g , • '_ . • ������ Page 3._ R.ESOLVED, That in accordance with Minnesota Statutes Sections 463. 15 through 463. 26, and based upon the foregoing findings of the City Council, the Coun.cil of the City of Saint Paul does hereby make the following Order: ORDER l. The own.er of the above-described building shall make the same safe and not detrimental to the public health, safety and welfare by having the said building razed and the materials there- from removed from the premises within twenty (20) days from the date of the service of this Order or, in the alternative, correct F � A and repair all the -hazaxdo.us. .c.onditions set,,�o_ut_�above, submit a �,___ . . _ list of intended cbrrections regarding the structural conditions of the building, electrical and heating systems, together with a , ' schedule for the completion of the rehabilitation program and further apply for the necessary building permits in the office of the Saint Paul Ci�ty Architect within twenty (20) days of the service of this Order. 2. Unless such corrective action is taken to comply with this Order or an answer served upon the City of Saint Paul and filed in the Office of the Clerk of the District Court of Ramsey Coun.ty, Minnesota, within twenty (20) days from the date of the service of this Order, a Motion for Summary Enforcement oY this Order to raze and remove the said building will be made to the Ramsey County District Court. 3. In the event that the building is to be razed by the City of Saint Paul pursuant to judgment of the District Court, all personal property or fixtures which may unreaso�ably interfere with the razing and removal of this building shall be removed within ten (10) days from the entry of judgment ; and if not so removed, the City of Saint Paul shall remove and dispose of such personal pro- ' perty and figtures as provided by law. �. Robie 5treet � Gentlemen: The Building Department is hereby submitting its report on the cond.ition of the property known as 176 E. Robie 5treet, a single family dwelling of frame construction. It is two stories in height, has been vacant for over a year and has been extensively damaged by vandalism. Our last inspection made in April 1968 indicates that the rear door has been forced open, indicating that it is being entered by unauthorized persons. EXTERIOR. The front and rear porches are of wood construction and are badly rotted and in a dilapidated condition. The wood siding is beginning to deteri- orate. The chimney on the exterior is beginning to pull away from the main house structure and it has settled several inches. INTERIOR. First floor and second floor have both been extensively damaged by vandals. The stairway from first to second floor is broken at the railings and stairhead. The floor joists are sagging, causing the floor to be out of level approximately 8 to 10 inches from the high to low points. The interior doors and windows are all broken, including parts of the sash. Plaster has been knocked from the walls and ceiling in many areas. There is no heating system in the building. The plumbing fixtures have been removed or smashed along with a considerable amount of the piping. The electrical system has been disconnected. There are no accessory buildings on the property. If it is the opinion of the owner of this property that it can be rehabilitated, it will be necessary that they submit the list of corrections which they propose regarding the structural condition of the building, as well as the electrical, plumbing, and heating systems, with a schedule for the completion of the rehabilitation program, along with the application for permits. � . � �'�r�., „� _ . � v Hon. Byrne, Mayor � and Members of the City Council -2- May 7, 1968 If the foregoing schedule is not submitted by the owners, it is the conclusion of the Bureau of Public Buildings that by reason of inadequate maintenance, dilapidation, physical damage, unsanitary condition and abandon- ment, the above structure constitutes a hazard to public health, safety and welfare. It is the further recommendation of the City Architect that the Counci.l concur in this conclusion and refer the matter to the City Attorney's office for submission of this condemnation to the District Court. er tr ours, o r .
