WEiEREAS, Neighborhood Housing and Properly Improvement (NI3Pn has requested the City
Council to hold public hearings to consider the advisability of revoking the rental registration certificate
for a single family rental property located at 472 Cretin Avenue North and registered to Burdette/Crystal
G. Berntson; and
WI3EREAS, on March 1Q, 2004, NHPI conducted an inspection of said property and issued a
Correction Notice for exterior maintenance, with a compliance deadline of March 19, 2004; and
WHEREAS, on Apri13, 2004, NHPI conducted a reinspection of said property and found lack of
compliance with the previous order; and
WHEREAS, on April 5, 2004, NI�I sent the holder of the rental registration certificate for the
subject property, Burdette(Crystal G. Berntsoi�, a$50 excessive consumption bill, addressed to 13845
Forest Boulevard North, Hugo, MN 55038-8430, the address on said certificate; and
WHEREAS, AS OF May 13, 2004, said $50.00 has not been paid, and Legislative Code §51.06
(a) (v) provides fliat non-payment of fees for excessive consumption is grounds for certificate
revocation; and ,
WHEREAS, on Apri15, 2004, NHPI notified Burdette/Crystal G. Berntson of the need to
arrange an interioS inspection of the subject property; and
WHEREAS, as of May 12, 2004, an interior inspection has not been arranged, and Legislative
Code §51.07 (a) (jii) provides that the imposition of an excessive consumption fee is grounds for an
interiorinspection; and
WI3EREAS, on May 17, 2004, NHPI sent Burdette/Crystal G. Berntson the proper Notice of
Intent to Revoke Rental Registration (copy attached); and
WHEREA5, Burdette/Crystal G. Serntson has not appealed said notice and the time for filing an
appeal has expired; now therefore
BE IT 12ESOLVED, that based on the foregoing, the Saint Pau1 City Council hereby adopts the
following findings and order concerning the subject properry at 472 Cretin Avenue North:

That the holder of the Rental Registration Certificate for the subject property is
Bixrdette/Crystal G. Berntson.
ThaY said certificate hoider has been billed for excessive consumption of code inspection
services, which has not been paid.
That said certificate holder has been requested to a11ow an interior inspecrion of the
subject property, which has not been arranged.
That the notification requirements of Chapter 51 have been fialfilled and the time for an
appeal has expired without an appeal being made.
1. The above-referenced Rental Registration Certificate issued to Burdette/Crystai G.
Berntson for the single family rental property at 472 Cretin Avenue, Saint Paul, MN is
hereby revoked.
2. It is fiu ordered that a copy of this resolurion be mailed to BurdetteiCrystal G.
Berntson.
