RESOLUTION APPROVING A CULTURAL STAR GRANT TO
THE MINNESOTA BICYCLE AND PEDESTRIAN ALLIANCE
WHEREAS, on Ju1y 13, 1994, the City Council of the City of Saint Paul established the Cultural Capital
(Cultural STAR) Inveshnent Program, and
10 WHEREAS, the Cultural STAR Program is funded with ten percent of an additional one-half of one percent
11 sales tax on sales transactions that occur within the city, pursuant to Minnesota Statutes, Chapter 297A,
12 authorized by the State of Minnesota, Chapter No. 375, Sec. 46, and
13
14 WHEREAS, the purpose of the Cultural STAR Program is to fund projects that further cultural and visitor
15 activities within the city of Saint Paul, and
16
17 WHEREAS, the Minnesota Bicycle and Pedestrian Alliance, a non-profit organization located in Saint Paul,
18 has undertaken to develop the Saint Paul Pedicab Program, and
19
20 WHEREAS, pursuant to 1998 Minnesota Laws Chapter 389, Article 8, SS 37, Subdivision 1, a citizen review
21 panel, commonly known as the Cultural STAR Boazd, has reviewed an application from the Minnesota
22 Bicycle and Pedestrian Alliance for $8,528 far the Saint Paul Pedicab Program, and

24 WHEREAS, the Mayor has reviewed the application from the Minnesota Bicycle and Pedestrian Alliance,

WHEREAS, the proposed grant to the Minnesota Bicycle and Pedestrian Alliance meets the eligibility
requirements for the Cultural STAR Capital Program, and
WHEREAS, the proposed grant for the Minnesota Bicycle and Pedestrian Alliance does not represent a
Business Subsidy as defined by Minnesota Statutes, Chapter 116J, now, therefore, be it
RESOLVED, that the City Council hereby approves a Cultural STAR grant of $8,528 for the Minnesota
Bicycle and Pedestrian Alliance for the Saint Paul Pedicabs Program, and be it
FURTHER RESOLVED, that the Council approves amending the budget to reflect the grant to the Minnesota
Bicycle and Pedestrian Alliance:
