WHEREAS Section 703 of the Housing and Urban Development A.ct of 1965
authorizes the making of grants of Federal funds to any local publio body or agency
to assist in financing the development cost of neighboFhood facilities necessary for
carrying out programs of community service; and
WHEREA.S �he City of St. Paul, Minnesota (herein sometimes referred to as
"A.pplicant") deems it to be necessary and in the public interest to provide certain
facilities of the type contemplated in said Section 703*�nd to undertake a project
(hereinafter called the "Neighborhood Facilities Proj�.ct"} with Federal grant assistance,
described as Martin Luther King,Jr.,.Neighborhaod S�rvice Center; and
WHEREAS it is recognized that the Federal contract for such financial assistance
pursuant to said Section 703 will impose certain obliffiations and responsibilities upon
the Applicant and will require among other things (1)"the provision of the local share -
of the cost of the Neighborhood Facilities Project, {�) assurances that families or
individuals displaced as a result of the development of the Neighborhood Faci.lit,ies
Project will be offered decent, safe, and sanitary hc�aasing within their means;�
(3) the making of relocation payments in accordance-with the regulations of the
Department of Housing and Urban Development, (4) eompliance with Federal labor
standards, and (5) compliance with Federal requirements relating to equal ernploy-
ment opportunity; and
WHEREAS Title VI of the Civil Rights A.ct of 1964, and the regulations of the
Department of Housing and Urban Development effeetuating tl�,at Title, provide that
no person shall, on the ground of race, co�ox, or national origin, be excluded from
participation in, be denied the benefits of,_or be subjected to discrimi.�ation in the
undertaking and car�ying out of projects re,Geiving 1='ederal finan�cial assistance:
NOW, THEREFORE, The City Council of the Gity of St. Paul, Minnesota,
RESOLVES: ^
1. That an application on behalf of the City of `St. Paul be made to the Depart-
ment of Housing and Urban Development for a grant under Section ?03 of the Housing
" � and Urban Development Act of 1965, in an amount equal to two-thirds of the develop-
ment cost of the Neighborhood Facilities Project, such development cost now

estimated to be $1, 296, 917.
2. That the Neighborhood Facilities Project (a) is necessary for carrying out
a program of health, recreational, social, or similar community service i.n the
area, (b) is consistent with comprehensive planning for the development of the
community, and (c) will be available for use by a significant number of the area's
low- or moderate-income residents.
3. That Thomas R. Byrne, Mayor of the City of St. Paul, and Victor J. Tedesco,
Commissioner of Parks and Recreation and Public Buildings are hereby authorized
and directed to execute and file such application, t:o execute such contract or c�ntracts
as may be necessary for the grant applied for, to provide such information and furnish
such documents as may be required by the Department of Housing and Urban Develop-
ment, and to act as the authorized representatives of the Applicant in the accomplish-
ment of the Neighborhood Facilities Project.
4. That the United States of America and the Secretary of Housing and Urban
_ Development be, and they hereby are, assured of full compliance by the Applicant
with the regulations of the Department of Housing and Urban Development effectuating
Title VI of the Civil Rights Act of 1964.
5. That the Neighborhood Facilities Project will be carried out in full compliance
with applicable Federal statutes and regulations of the Secretary c� Labor pertaining
to the employment of laborers and mechanics on projects assisted with Federal funds.
6. That there exists in the locality an adequate amount of decent, safe, and
sanitary housing which will be available to individuals and families displaced as a
result of the Neighborhood Facilities Project, at prices within their financial means,
and that all displacees will be offered such housing in accordance with applicable
`regulations of the Department of Housing and Urban Development.

is respectfully called to the following Reaolution of the Board of Connty Commissionera of Ramsey
County, Minnesota, adopted at the meeting held on April I5, 1968

RESOLVED That the Board of Ramsey County Commissioners hereby concurs
with the action of the City of St. Paul as set out ia City Council file
, __�to�38001� and, approves the application of the City of St. Paul to the
Housing and Urban Development Authorities for an amount equal to two-thirds
of the development cost of Neightborhood Facilities Project, described as
"Martin Luther Kiag, Jr. Neighborhood Service Center".
