1 WHEREAS, the Friends of Lake Phalen have applied for and received a STAR grant in the amount of $2Q0��
2 for the design and construction of Phalen Regional Park signage; and

4 WHEREAS, the Friends of Lake Phalen have requested that Pazks and Recreation manage and unplement said
5 STAR funds; and

7 WHEREAS, Parks and Recreation is willing to provide construction management and implementation services upon the
8 amendment of the 2004 Capital Improvement budget; and
9
10 WHEREAS, the STAR boazd has accepted the recently completed Phalen Pavilion re-roofmg project valued at $ I5,500
11 and funded by Capital Improvement Bonds as a full match for these STAR funds; and

13 NOW THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon the recommendarion of the
i4 Mayor, and the positive advice of the Long Range Capital Improvement Budget Committee, that $20,000 is available for
IS appropriation in the 2004 Capital Improvement Budget, and said 2004 budget, as heretofore adopted and amended by

Dear Mr. Schultz:
On March 13, 2002, the Friends of Lake Phalen submitted a STAR Small GrantApplication
entitled, "Phalen Park Entrances 2002." The $20,000 Grant was approved by the City Councif
on .fune 12, 2002 through Resolution #02-499. The purpose of the grant is to design and build
"new entrance sinage consistent with the design of the main Phalen Park entrance and other
city parks entrances.... The new signs will replace older, weathered and damaged signs or
those that portray information that is incomplete or incorrect."
it is the purpose of this letter to request that the funds awarded to the Friends of Lake Phalen
and referenced above be released directiy to Saint Pau{ Parks and Recreation to aliow that
agency to complete the project as described in the application.
Additionally, before the project is released for bid, we wouid like to have the opportunity to
comment on the design of the signs to ensure their consistency with the previously erected
entrance signs.
Shouid additionai resources be necessary to complete the project in the full scope of what the
original proposai suggests, we would be happy to work with you to identify those.
