1 WI�EREAS, the City of Saint Paul, Pazks and Recreation will facilitate the Saint Paul Youth Job Coips program;

3 WFIEREAS, the Saint Paul Youth Job Corps program enables tl�e City of Saint Paul to hire over 250 Saint Paul youth,
4 ages 14-21 this sunmier to cleaning up and spmcing up the City of Saint Paul; and
6 WF�REAS, the prograzn provides employment and training opportuniries, incentives for recognition and achievement,
7 opportunities and activiries related to leadership development, decision-makivg, citizenslup and community service,
8 a feeling of worth that comes about being a productive member of society, money to meet the basic needs faced
9 by young adults, and development of basic job-seeking and job-keeping skills; and

11 WIIEREAS, the Saint Paul Youth Job Corps program is financed with Federal Community Development Block Grant money; and

13 Wf1EREA5, the participants of the progiam must be from a family that has an income at or below 80% of the azea median, and
14
15 WHEREAS, Parks and Recreafion is requesting the establislunent of a spending and financing plan fot this grogram, and
16
17 WHEREAS, the funding for this new activity will be budgeted as a transfergfrom PED; and
18
19 WHEREAS, the Mayor, pursuant to Secrion 10.Q7.1 of the Charter of the City of Saint Paul, does certify that there are
20 available for appropriation, fixnds of $40Q000 in excess of those estimated in the 2004 budget; and

22 WHEREAS, the Mayor recommends that the following addifions be made to the 2004 budget:
