4VfiEREAS, the 1991 Minnesota Legislature established a Ramsey County Local Goveinment 5ervices Study Commission
to "report on the advantages and disadvantages of sharing, cooperating restructuring, or consolidating..." activities in
areas of public services including publie works; and

WHEREAS, the consolidation plan provides for reclassification of roadways and corsesponding changes in jurisdiction
including the transfer of local and State Aid roadways between the County and municipalities; and
VJFIEREAS, Hamline Avenue (County Road 132) from Hoyt Avenue to Larpenteur Avenue located in the City of Saint Paul,
is presently under the jurisdiction of Ramsey County as a County Road; and
WHEREAS, this roadway has been determined to serve a local function only; and
WHEREAS, revocation of "County Road" status may be accomplished by resolution of the Ramsey County Board of
Commissioners pursuant to Minnesota Statutes §163.11; and
WHEREAS, it appeazs to the City Council of the City of Saint Paul that the streets hereiaafter described upon turnback from
Ramsey county should be designated as Municipal State Aid Streets under the provisions of Minnesota Law;
Now, Therefore Be It
RESOLVED, The City of Saint Paul dces hereby concur with the Ramsey County Boazd of Commissioners revoking the
"County Road" status of Hamline Avenue (County Road 132) from Hoyt Avenue to Larpenteur Avenue and transfers
jurisdiction over the roadway to the City of Saint Paul, effective after the County is in receipt o£ an adopted resolution from
the City of Saint Paul eoncurring with the County revoking the "County Road" status of Hamline Avenue (County Road 132)
from Hoyt Avenue to Larpenteur Avenue; and Be It Further
RESOLVED, that upon turnback to the City of Saint Paul from Ramsey County the segment of Hamline Avenue (County Road
132) from Hoyt Avenue to Larpenteur Avenue be and is hereby established, located and designated as a Municipal State Aid Street
Aid Street of said City, subject to the appmval of the Coxnmissioner of Transportation of the State of Minnesota; and Be It Further
RESOLVED, the Saint Paul Engineer is authorized within the limits of this resolution to take actions necessary to have the
identified jurisdiction changes executed.

Hamline Avenue (County Road 132) from Hoyt Avenue to Larpenteur Avnue is currentiy under the jurisdiction of Ramsey
County as a County Road. This roadway has has been determined to serve a more local function and as such will be
turned back to the City of Saint Paul and redesignated as a Municipal State Aid Street.
