Gentlemen:
RE: Files 16880 and 16774 - Coii�structing a
sewer and grading East Winona Street
The hearings on ratification of assessments for the above improve-
ments were laid over to March 20, 1968, to investigate the com-
plaint of Mr. Lemanski, who is the owner of Lots 16, 17, and 18,
Block 18, The West St. Paul Real Estate and Improvement Syndicate
Addition No. 2.
We have explained to A'fr. Lemanski the allowance that was made
because of the sew�er problem, and he has indicated tnat the
assessment for the sewer is satisfactory. However, Lot 16,
which is the most westerly of Mr. Lemanski's lots, lies more
below grade than the plans for the improvement indicate. Be-
cause of this grade difference, Mr. Lemanski probably was mis-
informed, and we have advised him that we would recommend a re-
duction amounting to $141.16 on his gradi:ig assessment. If the
Council approves this recoimnendation, I am s�are that Mr. Leman-
ski will be satisfied with the adjustment.
