Requesting the Administration to provide quarterly reports on the status of
expenditures and encumbrances for all Capital Improvement projects
and all Neighborhood Sales Tax Revitalizarion (STAR) projects
1 WHEREAS, the City Council has approved numerous capital improvement and neighbarhood STAR
2 projects as part of the annual City budget; and
3 WF3EREAS, these projects are intended to improve physical facilities that are both publically and
4 privately owned throughout the City of Saint Paul and support the overall revitalization of the physical
5 environment of the City; and
6 WHEREAS, each project approved by the City Council has a specified budget and specified source, or
7 sources, of funding which are based on the best estimates of staff at the time the project is proposed for
8 review and approval by the City Council, and
9 WIIEREAS, over time there are many changes in project costs for approved projects due to the
10 complex nature of project implementation, changes in construction time lines, increases or decreases in
11 project goods and materials, and other circumstances related to the project(s) that were unforseen at the
12 time the budget was put together, and •
13 W�IEREAS, the Council desires to maintain the integrity of its budgeting process by using any
14 unexpended and available project funding to allocate to other high priority projects which were ranked
15 in order on the fmal list of projects recommended, but did not receive final approval due to a lack of
16 overall funding availability, and
17 WI�',REAS, the City Council does not want to tie up all unexpended project funds in a City Council
18 contingency account; now, therefore, be it
19 RESOLVED, that the City Council requests the Administration to provide a quarterly financial report
20 on the status of all expended and encumbered funds and all unexpended and available funds on a
21 project by project basis for all Capital Improvement Bond, Community Development Block Grant, and
22 Neighborhood Sales Tax Revitalization (STAR) projects to the City Council, and be it

i FINALLY RESOLVED, that City Council requests the Adtninistration to prepare such quarterly
2 fmancial reports within 30 days of the end of each calendar year quarter, beginning with the second
3 quarter of 2004, which ends on June 30, 2004.
