RESOLUTION

6 WHEREAS, John Harrington has applied for the position of Chief of the Saint Paul
7 Police Department;
9 WHEREAS, John Harrington has a bachelor degree from Darimouth College in religion
10 with a minor in Far Eastern Studies; a masters degree from the University of St. Thomas in
11 educationlphilosophy, and is working toward his Ph.D. in public administration at Hamline

WHEREAS, John Harrington has served 27 years in law enforcement for the City of
Saint Paul as a Senior Commander and Head of the Investigative Operations in the Western
District since July 2000, a Lieutenant of the Personnel and Training Unit from 1997 to 2000, an
AcUng Lieutenant of the Juvenile Unit in 1997, a Sergeant in the Communication Center and a
street cop in every part of the city, and has held the positions of police officer, sergeant,
lieutenant, commander and senior commander;

WHEREAS, John Harrington has formed partnerships with community activists, business
leaders and the clergy, he institutionalized the Serious Court-Ordered Offender Program in the
Western District, helped create the ACOP Asian Gang program, the Western District Police
Athletic League and the God Squad, and is on the task force that is addressing the needs of the
next round of Hmong refugees;
WHEREAS, Jolm Harrington brings with him high education, vast knowledge and
experience with innovative thinking, together with a strong appreciation of neighborhoods and
community, to meet the ever increasing and complex challenges of criminai justice problem
solving and crime fighting;
WHEREAS, pursuant to Saint Paul Adminisirative Code, Chapter 8, Department of
Police, Section 8.03, which addresses the appointment process of the chief of police, where by
the Mayor has appointed John Harrington as Chief of Police and the consent of the City Council
is required; now therefore, be it:
2 WHEREAS, there will be a vacancy for the Chief of the Saint Paul Police Department
3 when the current Chief, William K. Finney, retires and his term comes to an end, and the City
4 requires the vacancy to be filled;

2 RESOLVED, that the City Council consents to the appoinhnent of John Harrington as the
3 Chief of the Saint Paul Police Department, to fill the vacancy created by the term end of the
4 current Police Chief William I� Finney.
