License, Inspections, and Environntental Protection (LIEP) has no recommended conditions for this license application. Most of these licenses are Class N; therefore, neighbors were notified. I received two letters. One letter was received from Tait Danielson, District 7 Planning Council, 689 Dale Street North, who wrote that there was group consensus to approve this application if the applicant agrees to the Planning Council's six recommended conditions. I received another letter of objection from Edouazda A. Opatrny, 962 Sherburne Avenue, who wrote that this is a problem property, and she has seen drug dealers and prostitutes hang azound the building day and night. Racquel Naylor, Secretary, spoke to the above parties and the app(icant. Mr. Danielson told Ms. Naylor that the applicant is in agreement with the recommended conditions; therefore, the District 7 Planning Council has no further objections to this license application. Ms. Naylor also spoke with Ms. Opatrny. Although her concerns have been partially addressed by the Planning Council's recommended conditions, Ms. Opatrny said that she is still concerned with the Liquor On Sale 2AM Closing license. Ms. Opatrny did not want to attend a legislative heazing on this matter. Finally, Ms. Naylor spoke to the applicant Ms. Price who indicated that the problems with the business in the past were due to an absentee owner. Ms. Price said that she Imows she has to prove herself and does plan to be present at the property. Because the Ms. Opatrny was the only person who still has objections and she did not want to attend a hearing, there was no sense in scheduling a legislative hearing. Ms. Opatrny's concerns about the business when it was under operation by a former owner must be balanced against the right of the present applicant to operate this business. Ms. Price has signed the recommended conditions, which shows a willingness to operate this business in a professional manner. I am recommending that the CiTy Council approve the resolution for this license application with the six conditions that have been signed by the applicant. ! a Christine Rozek and Kristine Schweinler, LIEP CITY HALL THIRD FLOOR 15 WEST KELLOGG BOULEVARD SAINT PAUL, MINNESOTA 55102-1615 AA-ADA-EEO Employer
