04-512Council Fil # � �,'Z,� Green Sheet # cr�D� I� y RESOLUTION PAUL, MINNESOTA Presented �Z Referred To Committee Date 1 WI�REAS,theSaintPaulCityCouncilandtheRamseyCountyBoardofCommissionersin1996jointlyendorsedaplanning 2 process designed to assess the state of affordable housing and the homeless services delivery system in the community; and WIIEREAS, in April 1999, the Saint Paul - Ramsey County Five-Year Low Income Housing and Homeless Services Report and Plan Recommendations were adopted by the Saint Paul City Council and the Ramsey County Board of Commissioners; and 6 WIIEREAS, those recommendations called for a coordinated approach and far the creation of specific production goals far 7 shelter, transitional housing and permanent supportive housing; and WHEREAS, the City of Saint Paul is taking numerous steps to address the issue of affordable housing and homelessness, while at the same time recognizing the need for regional solutions; and 10 WHEREAS, a first step to establishing a regional approach to homelessness is the creation of a Ramsey CountylCity of Saint 11 Paul Homeless Advisory Board to communicate to the Mayor, the City Council and the County Board on issues affecting 12 homelessness and to recommend policy changes regarding the Five Year Low Income and Homeless Services Plan; and 13 WHEREAS, the creation ofaRamsey County/City of SaintPaul Homeless Advisory Board has been endorsed by the Ramsey 14 County Board of Commissioners, the Ramsey County Family Homeless Prevention and Assistance Advisory Committee, the 15 Saint Paul Overnight Shelter Board, the Saint Paul Area Coalition for the Homeless Steering Committee, the Metro-wide 16 Engagement for Shelter and Housing, and the Saint Paul/Ramsey County 5-Year Plan Funders Council, and 17 WIIEREAS, CF 02-1069, creating the Homeless Advisory Board, was adopted by the City Council on November 20, 2002 18 and signed by the Deputy Mayor on November 22, 2002, and 19 WHEREAS, the operational processes created by CF 02-1069 proved to be unworkable and the City desires to modify the 20 operational processes and supercede CF 02-1069 , now therefore be it 21 RESOLVED, that the Saint Paul CiTy Council endorses the creation of a Ramsey CountylCity of Saint Paul Homeless 22 Advisory Board in cooperation with Ramsey County; and be it further 23 24 25 26 27 28 29 30 31 32 RESOLVED, that the Mayor of Saint Paul appoint ten (10) members to the Advisory Boazd, contingent on the approval of the City Council, to join ten (10) members appointed by the Ramsey County Board of Commissioners. Five of the Mayoral appointments shall be drawn from: • the Saint Paul Area Coalition for the Homeless • the Corporation for Supportive Housing • the Minnesota Housing Finance Agency • providers of housing or ovemight or day shelters for families • providers of housing or overnight or day shelter for single adults • providers of youth services • individuals who are, or were, homeless O�l-5tZ - - ---- 1 Five of the Mayoral appointments shall be drawn from the community at-lazge; and be it further 2 RESOLVED, that the City, in cooperation with the Ramsey County Board, establishes that the membership terms shall be 3 three (3) years, with a limit ofthree (3) consecutive terms, ornine (9) years, whichever is longer, for each individual member; 4 and be it further S RESOLVED, that the City, in cooperation with the Ramsey County Board, establishes that for the initiai terms four (4) of 6 the members appointed by the Mayor shall t�ave three (3) year terms, three (3 ) shall have two (2) yeaz terms and three (3) shall 7 have one (1) year terms to establish a staggered appointment process; and be it further 8 RESOLVED, thatthe SaintPaul City Council requests thatthe Mayor direct appropriate staffto assist in the unplementation 9 and operation of the Advisory Board; and be it further 10 RESOLVED, that the County/City Homeless Advisory Board, as its first order of business, shall elect a Chair and 11 subsequently prepaze an implementafion plan for consideration by the Ramsey County Boazd, the Saint Paul City Council 12 and the Mayor of Saint Paul. The plan will include organizational and operational details, including scope, roles, and 13 responsibilities of the Advisory Board; and be it further 14 RESOLVED, that the Homeless Advisory Board present an annual report to the Mayor of Saint Paul, the Saint Paul City 15 Council and the Ramsey County Board of Commissioners; and be it further 16 RESOLVED, that the City Council endorses the creation of a Metro Regional Homeless Advisory Board to include 17 representatives of the seven-county metropolitan area counties and key municipalities; and be it finally 18 19 RESOLVED, that this resolurion supersedes CF 02-1069.
