Dear Sir:
This is in reference to the application of St. Paul Academy for permit
to construct a 99-car parking lot at the southeast corner of Wheeler Street
and Randolph Avenue. On February 1, 1968, the City Council laid over
consideration of said parking lot and directed the Board of Zoning staff to
study the possibility of usin� Randolph Avenue as the exit street for the
parking lot.
The Zonin� Board staff has reviewed this possibility with the Traffic
Engineer who judges that the existing proposal, with entrance and exit off
of Wheeler Street, would be better from a �raffic standpoint than a plan
which would move these access points to Randolph Avenue. The Loning Board
staff concurs with the Traffic Engineer because it feels that access points
off of arterial streets such as Randolph Avenue should b? limited to the
zxtent possible. Therefore, the staff recommends against an alteration
which would move the St. Paul Academy parking lot driveways to Randolph Avenue.

furthered described as the north 210' of the west 200' east of and
adjacent to Wheeler Avenue of Lot l, Saint Paul Academy grounds
Addition.
This matter was considered at the December 21,. 1967 Board of
Zoning meeting. The staff reported that the Traffic Enginzer had
reviewed the plan and recommended approval as to traffic. The
plan meets the design standards for this typA of facility.
Therefore, the Board of Zoning recommands approval of the
99-car parking lot.

. C. DESIGN STANDARDS: Access from South Wheeler St. , two driveways. The maneuvering area
� is generous. The area is to be surfaced with two inches of blacktcip over 4"
crushed rock, setback and buffer areas are not required. Drainage will be required
by the Building Department to a storm sewer. 8" high concrete wheelstops will `�
define the parking area. The driveways are 22' wide.
D. FRONTAGE AND_ AREA: 215_' along South Wheeler _St. , 200' along Randolph and an area of
63,000 sq. Ft. �
E. TRAFFIC ENGINEER: recommends approval as to traffic. �
F. SITE CONDITIONS: Existing blacktop parking area with wheelstops adjacent to Randolph
Avenue, 4 to 5' hedges and fence in this area. Two driveways from South Wheeler
Street, 4' fences and large trees. -
G. AREA CONDITIONS: St. Paul Academy Buildings and grounds to the east and South and
two-family residences to the West, mixed residential in the commercial district
to the North.
