Marshall City Clerk Courthouss Dear Sir: This is in reference to the application of St. Paul Academy for permit to construct a 99-car parking lot at the southeast corner of Wheeler Street and Randolph Avenue. On February 1, 1968, the City Council laid over consideration of said parking lot and directed the Board of Zoning staff to study the possibility of usin� Randolph Avenue as the exit street for the parking lot. The Zonin� Board staff has reviewed this possibility with the Traffic Engineer who judges that the existing proposal, with entrance and exit off of Wheeler Street, would be better from a �raffic standpoint than a plan which would move these access points to Randolph Avenue. The Loning Board staff concurs with the Traffic Engineer because it feels that access points off of arterial streets such as Randolph Avenue should b? limited to the zxtent possible. Therefore, the staff recommends against an alteration which would move the St. Paul Academy parking lot driveways to Randolph Avenue.
