THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section l. That the Zoning Code� Chapters 60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining to
Use Districts, Height Districts and Rezoning of certain pro-
perties in the City of Saint Paul, as amended, be and the same
is here�y further amended so as to rezone the following des-
cribed property from "A" Residence District to "C" Residen�e
District, to-wit:

situate on property located on the north side of Idaho Avenue
between Arundel and Cumberland Streets in the City of Saint Paul.

Dear Sir:
This is in regards to the petition of John E. Regenold to rezone
from "A" Residence to "C" Residence property located on the north side
of Idaho Avenue between Arundel and Cumberland Straets. This property
is furtner described as Lot 5, Block 2, Edwin M. Ware's Cumberland
Addition plat 1. The applicant pro�oses to develop the site with
apartments.
This matter was considered at the February 8, 1968 Board of Zoning
meeting. The staff reported that the Commissioner of Finance had
declared the petition sufficient with the owners of 11 of a possible 14
(78%) tracts within the required 100' having signed the petition. Area
zoning consists of "C" Residence to the north and east and "A" Residence
to the west and south. Area developmRnt consists of apartments to the
north and east and generally vacant land with few scattered single family
homes to the south and west. A short distance to the south and east of
the site in question, a steep bluff rises sharply. The Comprehensive
Plan recommends R-6 (medium density residential) for the west 1/2 of the
site and public acquistion of the east 1/2 of the site for steep slope
reservation. The Parks Department has indicated that they have no funds
for such acquistion at the present time.
It was the findings of the board that recent development to the
north of the site has been high density residential and that the site
represents a small pocket between this high density residential use and
the bluff to the southeast.
Therefore, the Board of Zoning recommends approval of the rezoning
from "A" to "C" Residence.
