Dear Sir:
Tnis is in regards to an appeal of Robert W. Johnson to relax the
Zoning Code density standards for property located at the northwest corner
of Sidney Street and Oakdal•e Avenue. This property is further described
as Lots 1 through 5 including 4�est St. Paul Real Estate and Improvement
Syndicate Addition #1 and vacated alley. The applicant proposes to convert a
22-unit apartment building to a 23-unit apartment building.
This matter was considered by the Board of Zoning on January 4, 1968.
The staff reported that a 23-unit apartment building in a "C" Residence
district requires 24,900 square feet. The property in qu�stion has 24,3i5
square feet which is 2.35a short. Existing zoning consists of "B" Residence
in the general area except for the subject property which is zoned "C"
Residence. The Robert Street and State Street frontages, located approximately
one block to the west, are zoned Commercially. The area is predominantly
one and two family in,character and the Comprehensive Plan recommends R-4
for the area.
It was the finding of the Board of Zoning that the 2.35% shortage was
insignificant in this case. Therefore, the Board of Zoning recommends
approval of the anpeal to relax the density standards to allow a 23-unit
apartment buildin�.

Ramsey County, Minnesota,
which is an apaxtment building on Oakdale between East Sidney and East Page
Streets. A 22 unit apartment building was constructed on this property in
late 1g63 and early 196�+ by a partnership composed of Mr. Johnson and Mr.
James Specl�ann. The building complied with all density requirements for
a 22 unit apartment building.
Since that date a portion of the alley at the rear of the premises
between Riverview and Oakdale, extending from Sidney to East Page, has been
vacated by action of the City Council, with one-half of the vacated alley
accruing to the apartment site.
Mr. Johnson, as sole owner of the property, now wishes to convert
a portion of the building to an additional living unit, making 23 apartment
units, and he requests that a variance be granted so as to permit this
conversion of one additional apartment unit. Even with the vacated alley,
the parcel would not quite meet the density requirements of the present zoning
ordinance for 23 units. I am enclosing Mr. Johnsonts check in the sum of
�20.00 filing fees.
