RESOLUTION APPROVING A CULTURAL STAR GRANT TO
THE MINNESOTA CHILDREN"S MUSEUM
WT3EREAS, on July 13, 1994, the City Council of the City of Saint Paul established the Cultural Capital
(CulturaJ STA.R) Investment Program, and
WHEREAS, the Cultural STAR Program is funded +vith ten percent of an additional one-half of one percent
sales tax on sales transactions that occur within the city, pursuant to Minnesota Statutes, Chapter 297A,
authorized by the State of Minnesota, Chapter No. 375, Sec. 46, and
WHEREAS, the purpose of the Cultural STAR Program is to fixnd projects that further cultural and visitor
activities within the city of Saint Paul, and
WHEREAS, the City Council authorized a grant of $70,000 in 2002 for the Creative Cities Conference, which
is not moving forward, and
WHEREAS, the Minnesota Children's Museum, a non-profit arts organization located in Saint Paul, has
undertaken to present the Creativity and the Young Child initiative in the basement of the 5aint Paul City Hall
/ Ramsey County Courthouse, and
WHEREAS, pursuant to 1998 Minnesota Laws Chapter 389, Article 8, SS 37, Subdivision 1, a citizen review
panel, commonly known as the Cultural STAR Board, has reviewed an application from the Minnesota
Children's Museum for $9,100 far the Creativity and the Young Child initiative, and
VJHEREAS, the Mayor has reviewed the application from the Minnesota Children's Museuxn, and
WHEREAS, the proposed grant to the Minnesota Children's Museum meets the eligibility requirements for
the Cultural STAR Capitai Program, and
WHEREAS, the proposed grant for the Minnesota Children's Museum does not represent a Business Subsidy
as defined by Minnesota Statutes, Chapter 116J, now, therefore, be it
RESOLVED, that the City Council hereby approves a Cultural STAR grant of $9,100 for the Minnesota
Children's Museum for the Creativiry and the Young Child initiative, and be it
FURTHER RESOLVED, that the Council approves amending the budget to reflect the grant to the Minnesota
Chiidren's Museum:
