WI�REAS, The Committee on Lands, composed of the Mayor, the
Purchasing Agent, and the Commissioner of Public Works of the City
of Saint Paul, has secured an agreement for the purchase of that
certain property described as follows:
The east forty-one and one quarter (41µ) feet of the
west eighty-two and one half (822� feet of the north
one hundxed one and one half (1012) feet of Lot Five
(5) , IrvineTs Addition of Out Lots to the Town of
St. Paul, acc. ,
WHEREAS, The progerty described therein is necessary for the
opening and widening of the Arch-Pennsylvania Highway from Lafayette
Road to Payne Avenue, and the price at which the property may be
purchased is at the total amount of $11,000.00, a fair and reasonable
price according to the appraisal obtained by the Committee on Lands;
and
WHEREAS, SAid Committee has recommended the purchase of said
property at the price stated above, as evidenced by the letter of
said Committee submitted herewith; now, therefore, be it
RESOLVED, That pursuant to Section 303 of the Charter of the
City of Saint Paul, the Council of the City of Saint Paul does �
hereby authorize the purchase of the land described as:

RESOLVED Further that the proper city officials are hereby u-
authorized and directed to pay to Raymond B. and Mary D. Hogan,
vendors of said property, the sum of $11,000.00, said sum to be paid
to the aforesaid vendors from PIR Fund 6000, to be reimbursed from
Bond Fund No. 7200-ST-32, upon their furnishing evidence of good
marketable title, and the total payment to be made upon tender by
COUNCILMEN said parties of an appropriate w ran deed conveying title to

Gentlemen:
The City of Saint Paul, acting through its Valuation Engineer,
has negotiated to purchase certain property described as follows:
The east forty-one and one quarter (41µ) feet of the
west eighty-two and one half (822) feet of the north
one hundred one and one half (101z) feet of Lot Five
(5) , Irvine's Addition of Out Lots to the Town of
St. Paul, acc. ,
The owners of the above described lands, Raymond B. and Mary D.
Hogan, have accepted an offer tendered them by the City in the
amount of $11,000.00 as compensation for the sale of the said
land to the City.
This property, including land and buildings, is needed by the
City of Saint Paul for right-of-way for the Arch-Pennsylvania
Highway. In view of the reasonable price for which it can be
purchased, said price being the appraised fair and reasonable
market value thereof, we, the Committee on Lands, do recommend
to the Council of the City of Saint Paul that it authorize the
purchase of said land in lieu of condemnation proceedings at
the price of $11,000.00 as negotiated with the owners.
