Pursuant to the provisions of the Redevelopment Plan For Cathedral Area Urban
Renewal Project, Mtnn. R-25, (approved by your Honorable Body on September 25, 1963,
Council File No. 214859, as amended May 24, 1967, Council File No. 233327) the Housing
and Redevelopment Authority of the City of Saint Paul, Minnesota will. sell a part of
the Cathedral Project Area identified as Parcels 4 and 6 to Liberty Plaza, Inc. , a
private non-profit corporation, for r�development of 141 unit s of low an d middle-
income housing, financed by a mortgage insured bq the FHA under Title II of the
National Aouain� Act, Section 221(d)(3) .
Parcels 4 and 6 are bounded generally by Marshall Avenue, Weatern Avenue, Arundel
Avenue and Interstate Freeway No. 94, and are preaently owned by your Petitioner, the
Housing and Redevelopment Authority of the City of Saint Paul, Minnesota. A part af

said Parcels are presently zoned C Residential and C-1 Residential, and a part B
I Residential.
Pursuant to the provisions of Section 64.06 of the Legislative Code, the Authority
as awner of all of the subject tract, with cansent of owaers of property within i00

This is in re�erence to tne peti�tion of the Housing and Redevelopment
Authority of the City of Saint Paul to rezone from "B" Residence to "C-1"
Residence property located south of Carroll Avenue between tdestern Avenue
and Arundel Streat. (See attached legal dRscription) This property is a
portion of the site to be developed by Liberty Plaza Incorporated for
moderate income housing. Liberty Plaza Incorporated plans two 23-unit
apartment buildings and 97 townhouse units for this development.
This matter was considered by thQ Board of 'Lonin� at a public h�aring
held on February 20, 1968. The staff reported that the Commissioner of
Finance had declared the petition sufficient with 86% of the owners of
tracts within 100' having si�ned the petition. Ar�a zonina consists of
"B" Residence to the east and west, "C-1" Residence.to the north, and "B"
Residence and "C" Residence to the south. The City Planning Board had
approved the Cathedral Area Urban Renewal Project, including the plan for
medium density residential development in the area in question, in SEptember
of 1963. The Planning Board also recommended approval of minor revisions
of the Renewal Plan in January of 1966. The proposed "C-1" zoning would
allow medium density development as approved by the City Planning Board.
Therefore, the Board of Zoning recommends approval of the petition to
rezone this property from "B" to "C-1" Residence.
Furthermore, the Board of Zoning considered the application of Liberty
Plaza Incorporated for permit for a 161-car parking facility on the site
for which the area of the pro�osed rezoning is a part. Although the parking
permit was not before the Board for its formal consideration the Board
recommended informal approval of-the parking plan subject to Zoning Board
staff and Traffic Engineer recommendations which will be presented to the
Zoning Soard at the time of a future public hearing.
