RESOLVED, Upon the pertinent appeal, under the Zoning Code,
by the Housing and Redevelopment Authority of the City of Saint
Paul, owner of the subject premises, zoned in Light Industry
District, under said Zoning Code, described as all of Lots 8
through 13 and Lots 16 through 23, Block 6, Ware and Hospes
Addition to St. Paul Minn. ; the southerly half of vacated Hatch
Avenue adjoining Lots 8 through 12 in said Block 6; all of the

Dear Sir:
This is written in response to the request of the Housing Authority of
the City of Saint Paul to consider certain requirements of the 'Loning
Code as they apply to property located on the north side of Front Street
just east of Grotto Street and further described on the attached legal
description. The Housing Authority is applying for: 1) a relaxation of
density requirements, 2) a relaxation of parking requirements, and
3) a permit to operate a 51-car parking lot.
These matters were considered at the September 7, 1967, Board of Zoning
meetin�. The Housing and Redevelopment Authority wishes to construct a
hi-rise apartment building for the elderly with a density of 685 square
feet af land area per dwelling unit and a parking ratio of one parking
space for every three dwellfng units. The site in question is presently
zoned "Light Industry". The Zoning Code requires 1000 square feet of
land per dwelling unit and a parking ratio of one parking space for every
dwel�ing unit. The Housin� Authority is appealing these requirements.
In rega�d�to the relaxation of density standards, the Board found that
such a r�laxation would not overload the land. In determining the develop-
ment density, the northerly portion of ttze site, which is zoned "B" residence,
was not considered. Therefore, in actuality, the proposal will have almost
900 square feet ger dwelling unit.
In regard to the relaxation of parking requirements, parking needs for low-
income, elderly tenants are less than for tenants in ordinary apartments.
The Housing Authority has found the proposed parking ratio to be adequate in
existing public housing for the elderly.
In regard to the permit to construct a 51-car parking lot, the plan meets
the design standards and the Traffic Engineer recommends approval as to
traffic.
Therefore, the Board of Zoning recommends approval of the appeals to relax
the dwelling unit density and parking requirements and the permit for the
51-car parking lot, provided that the portions of Hatch Avenue and the
East-west alley which run through the site be vacated.

F. DEGREE OF VARIENCE: The site, after street � alley va�ations, has an area of 103,7?_8
square feet, and is 47,272 sq. ft. short of the required area. The proposed
parking is 100 cars short of the parking requirement.
G. AItEA ZONING: West, across Grotto St. is zoned Commercial � "B" Residence; North, is
"B" P•esidence; Northeast is "C" Residence' and East is Light Industry.
H. SITE CONDITIONS: 'i'he portion of the site � to be used for the development is rela-
tively level, however, a depression over the rear one-half of the site requires
some fill. The northerly-most portion of the site (North of Hatch Ave.) is heavily
wooded � will not be utilized for building or parking purposes. Rather, it will be
cleared of underbrush � used as wooded open space. This portion of the site has
not been considered in the proposed density figures. (Over)
