RESOLVED, Upon the pertinent appeal, under the Zoning
Code, by the Housing and Redevelopment Authority of the City

Dear Sir:
This is in reference to the application of_ the Housing and Redevelopment
Authority of the City of Saint Paul for 1) an appeal to relax the off-street
parking requirements, and 2) a permit for a 48 car parking lot. The site
in question lies on the west side of Cleveland Avenue an.d south of Village
Lane. This property is further described as the South 250 ft. of the north
1530.54 feet of I,ot 1, Aud. Sub. No. 87 lying east of a line 671.4 feet west
of and parallel to the east line of Sec. 17, T. 28, R. 23W, subject to Cleve-
land Avenue.
The Housing Authority proposes to construct a 144 unit high-rise structure
for elderly occupants on this property. The zoning Code requires one off-
street parking space for each dwelling unit. The Housing Authority is
requesting a relaxation of this requirement to one space for every three
dwelling units.
These matters were considered by the Board of Zoning on December 7, 1967.
The staff reported that the area zoning consists of Heavy Industry west of
Cleveland Avenue and "A" and "C" residence east of Cleveland Avenue. Exist-
ing development in the area includes apartments to the north and east, a
Little League baseball field to the south, and the Ford Motor Company to
the west.
In regard to the appeal to relax the off-street parking requirements, the
Housing Authority reports that a recent survey of existing public housing
structures for the elderly in Saint Paul indicates a tenant ownership of
approximately 12.6 automobiles for each 100 units. The Housing Authority
has also found that one parking space for every three units for the elderly
is adequate during peak periods on Sundays and holidays.
In regard to the permit for the 48 car parking facility, the plans meet the
design standards for this type of facility, and the Traffic Engineer has
recommended approval as to traffic. Therefore, the Board of Zoning recommends
approval of both the appeal to relax the parking requirements to one space
for every three units, and the permit for the 48 car parking facility.

Gentlemen:
The Housing and Redevelopu�nt Authority is completing plans for a hi-rise building
for the elderly which is to be constructed on the west side of Cleveland Avenue
and south side of Village Lane. The legal description of the property that the
building at 899 South Cleveland will be located on is:
The South 250 feet of the North 1530.54 feet of Lot 1, Auditor's Subdivision
No. 87 lying East of a line 671.4 feet West of and parallel to the East line of
Section 17, T28N, R23W. Subject to Cleveland Avenue.
The proposed use is high density residential on the property which is presently
zoned "Heavy Industrial." The purpose of the appeal is to seek a variance from
the "Off-Street Parking Requirements" of the Legislative Zoning Code. This
variance, if allowed, eliminates the expenditure of public monies for unnecessary
parking lot improvements.
In accordance with Section 64.03, i., of the Legislative Zoning Code, the Authority
hereby requests a variance of the following section of the Code:
Off-Street Parking Requirements, Section 60.23, (3), (a) - The Authority requests
a variance from Section 60.23, (3), (a) which requires one off-street parking
space for each dwelling unit. The Authority has been providing one parking space
for every three dwelling units at four existing hi-rise buildings for the elderly.
A survey taken recently indicates tenant ownership of approximately 12.6 auto-
mobiles for each 100 apaxta�nts for the elderly in our existing buildings, The
� Authority has found that peak parking occurs in the afternoon on Sundays and
holidays and by providing one on-site parking space for every three apartments,
we are able to adequately accommodate tenants' and visitors' automobiles. The ` �
Authority requests a variance of the Zoning Code to permit the construction of ?�I ��
