each and every lot, part or parcel of land deemed benefitted by the said improvement,
and in the case of each lot, part or parcel of land in accordance with the benefits
conferred thereon; that the said assessment has been completed, and that hereto
attached, identified by the signature of the said Valuation and Assessment Engineer,
and made a part hereof, is the said assessment as completed by him, and which is
herewith submitCed to the Council for such action thereon as may be considered
proper.

Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why):
A new state law, entitled Tenant Remedies Acfion, provided authority for individuals and organizations to seek court assistance in
facilitating the repair of properties with numerous code violations. In 2003, the Southem Minnesota Regiona] I,egal Services filed suit
in Ramsey County Dish Court against the property owner at 123 E. Acker Street. The court appointed an aduvtustrator who
performed the necessary repairs on this property. The adi7uuishator then invoiced the City for the cost. I
Advantages If Approved:
The City will be able to recover the cost of repairing tlus condemned property and making it safe and habitable. The City also can
replenish its funds for future rehabIlitation work through the Tenants Remedy Acrion Program. �
