Green, Thomas, Walters & Ke11y for the purpose of prose�uting
antitrust litigation involving � conspiracy to fix prices in the
sale o� structural steel to the City of Saint Paul, such services
to be perform�d at a maximum compensation not to exceed twenty-five
per cent (25�) of the gross amount af moneys recovered, if ar�y, in
�uch litigation, together with such othe� terms and condition� as
the Corporation Counsel may determine.

Sirs:
Pursuant to Section 178 of the Charter, I hereby request
authority to retain as special counsel H. Robert H�lper of the
law firm of O'Connor, Green, Thomas, Walters & Kelly, in order
to prosecute antitrust litigation involving a conspiracy to fix
prices in the sale of structural steel to the City of Saint Paul,
such ser�rices to be performed at a�aximum compensation not to
exceed 25� of the gross amount of moneys recovered, if any, in
such litigation.
This request is made because the nature of the litigation
requires expert advice and assistance.
