WHEREAS, On the gth day of August, 1967, and on the 27tti
day of December, 196'7, the Housing and Redevelopment Authority
� of the City of Saint Paul, Minnesota, did enact its Resolutiona
Nos. 67-8�9-1 and 67-12�27-5, vf which Resolutions certified
copies are hereto attached an.d made a part hereof by reference;
and
WHEREAS, The Couneil of the City of Saint Paul concurs
with the findings and determinations of the Housing and
ftedevelopment Authority of the City of Saint Paul, Minnesota,
that there is a need for additional low rent housing within the
City of Saint Paul, Minnesota, particularly for multi-bedroom
family units for families of low income at rentals they can
afford, which housing is neeessary to meet needs not ade uately
met by private enterprise, and that a gap of at least 20� has
be�an left between the upper shelter rental units for admission
to low rent housing projects operated by the Authority and the
lowest shelter rents at which private enterprise is providing
(through new construction and existing structures) a substantial
• supply of decent, safe and san.itary housing•, now, therefore, be it
RESOLVED, By the Council of the City of Saint Paul, that
the Application of the Housing and Redevelopment Autho�ity of the
City of Saint Paul, Minnesota, to the Flousing Assistance Admin-
istration, Department of Housing and Urban Development for a
reservation of 150 dwelling units of low ren.t family housing and
for a Preliminary Loan in the amount of �22, 500.00 to be spent
for the preparation of housing surveys and preliminary plans
for the development of a low rent housing project or projects
con.sisting of the aforesaid dwelling units and necessary
appurtenances, is hereby approved.

Gentlemen:
Transmitted herewith is an Application For A Low Rent Aousing Program prepared by the
Housing and Redevelop�nt Authority requesting the Housing Assistance Administration,
Department of Housing and Urban Development to resexve 150 three, four and five bed-
room units for low rent family housing and requesting a Federal loan in the amount of
$22,500 to prepare a development program for these units.
The Authority had initially sought to find a supply of units for large, low-income
families through the leased housing program approved by your Honorable Body on June
20, 1967 (C.F. No. 233928) . However, the Authority has not been able to lease any '
signif icant number of dwellings for this purpose. Such dwellings are in short sup-
ply, and their owners desire to sell rather than lease.
There currently exists a shortage of standard dwellings for large, law-income families
at rents they can afford, and the number of such families will be increased as a result
of redevelopment activities in the West-Side Rehabilitation Project (Concord Terrace)
and Sutarnit-University area. This experience is supported by housing supply data in the
Authority's August 9, 1967, 20°t, Gap Determination, which indicates an insubstantial sup-
ply of three, four and five bedroom dwelling units and a 42 to 52% gap between the low-
est rents at which private enterprise is providing a substantial supply of standard
housing and the maximum rents in three, four and five bedroom public housing.
The Authority proposes, under the requested reservation, to provide larger units by
purchase and rehabilitation of existing housing and new construction. This plan, when
fully developed, will be a matter of further Council consideration.
The Authority requests Council approval of its Application for a reservation by the
Federal Government of 150 units and for a preliminary loan to finance the development
plan.

OF LOWEST PRIVATE RENTS FOR ESTABLISHING 20% GAP
WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, _
Minnesota ownes and operates low rent housing project, Project Nos. Minn. 1-1,
through 1-11 inclusive and has undertaken a Leased Housing Program pursuant to the
provisions of Section 23 of the United States Housing Act of 1937 as amended, des-
ignated as Project Minn. 1-12, for the purpose of providing decent, safe and sanitary
dwelling accommodations to persons and families of low income at rentals they can
afford; and
WHIItEAS, pursuant to the provisions of the Minnesota Municipal Housing and
Redevelopment Act the Authority did on September 28, 1960 approve a schedule of

� WFiEREAS, the Authority has reviewed the income data of families with low incocr.e
and prepared a report entitled Proposal To Revise Income Limits For Initial And Con-
tinued Occuoancy For Public Housing Developments Of The Housin� and Redevelo�ment
Avthority Of The City Of St. Paul, Minnesota and 20% Ga�Study Determination consist-
ing of 27 mimeographed pages with exhibits, which report has been presented to and
considered by the Board of Commissioners, tooether with a report entitled Summary Of
Salient Data Proposal To Revise Zncome Limits For Initial and Continued Occupancy For
Low Rent Public Housin� consisting of 5 pages; and
WHEREAS, said reports reflect as fairly and accurately as possible the situation
• of Iow income families within the City of Saint Paul, Minnesota and supports a revision
of the schedule of maximum income limits for elioibility for initial and continued oc-
cupancy in low rent housing and demonstrates that a gap exceeding 20% exists between
- the upper shelter rental limits charged in low rent housing and the lowest shelter
� rents at which private enterprise is providing a substantial supply of decent, safe,
and sanitary housing; and .
' WHEREAS, it appears necessary and desirable in order that the Authority in the
oQeration of its low rent housing projects may house a more representative cross-
• section of iow income families, including the lowest paid regularly employed male
workers, that a revision of the income limits for initial and continued occupancy
be revised and increased.

_ NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of
the City of Saint Paul, Minnesota that the report entitled Proposal to Revise Income
Limits For Initial And Continued Occupancy For Public Housing L`evelopn,ents Of The
Rousing and Redevelopment Authorit� Of The City Of St. Paul, Minnesota� and 20°!e Gap.
Study Determination and the report entitled Summary of Salient Data Proposal To Revise

6. Exemption Policy Continued �
D.: All amounts paid by the U. S. Government for disability or death
� occurring in connection with military service. Military service
in this connection may include peace-time service.
E. No family will be consfdered eligible by reason of exemptions if
net income before exemptions exceeds $6,000 at admission and
$7,000 at continued occupancy, unless the members of the Authority
.
find and document that the family is truly of low income. No
family, regardless of income, will be made eligible by Authority ,
action if the income after exemptions exceeds the applicable
fncome limit for admission or continued occupancy, except by
Authority action concurred in by the Housing Assistance Adminis-
tration.
NOTE:
The foregoing section will be revised to provide a maximum of
$7,000 at admission and $8,000 at continued occupancy t.o keep t�his
policy cammensurate with the proposed increase in income limits.
7. Statement Concerning Justification of Exemption PolicY
We believe that our exemption policy together with the allowable deductions
for net family income determination and our rent schedule take into account
family size, composition, age, physical handicaps and other facCors which
might affect the rent-paying abiltty of the family.
These exemptions recognize the fact that as a rule a substantial part of
the earnings of secondary workers, including those of wives, are not available,
nor can be depended upon to meet everyday family expenditures including
rent.

A. City Worker's Family Budget
In autumn of 1959, the U. S. Department of Labor, Bureau of Labor
Statistics, prepared a budget of goods and services which would
allaw a modest but adequate standard of living in terms of standards
. of the 1950's. The budget was prepared for a typical family of four,

which included an employed husband, wife not employed, and two
children under eighteen years of age. As such, the budget could
represent an upper limftation to a four-person family's incc�r;e at

' Our proposed income limits for admission would have enabled the Authority
; to house 48 of the 132 families who applied during the past two and
one-hal� yaara� but �ho w�r• r.jectad for brir�� ov�rr incoma. Althou�h
these figures are apparently law for the extent of time involved, the
� actual volu�fie of applicants in this category is considerably greater
than that which is reflected by the number of ineligible applications
retained in our files. It is estimated by the staff of the Authority's
, Tenant Selection Office that approximately 100 inquiries are received
monthly from families for whom applications are not processed because .
of readily determined ineligibility, but who are apparently in need
of adequate housing and are experiencing difficulty in obtaining such
housing within their means. This has become particularly true of
larger families with incomes derived from regular employment. As a
result, the Authority has experienced a steadily declining ratio of
larger wage-earning families� in its tenant load and a concurrent
increase in those supported by public aid. ,
The proposed cantinued occupancy limits would have enabled the Authority
to retain 65 of the 148 families evicted for being over income during
. the past three years. At the present time, there are a number of
families who face possible eviction for being over income limits.
Relocation records indicate that many of these families will probably
move into inadequate accommodations rather than assume the econamic
hardship of available adequate housing.

The size of the C urrent Population Survey sample is not large enough to
provide sufficient accuracy for the Minneapolis-St. Paul, Minnesota SMSA. `

and Concor.d Terrace Rene�a<�l Areas, as �aell as hi.gh�aay disolacemcnt, �vill result in the
in�mediate need for approximately 200 d�aclling uni.ts of three, or more bedrooms for lot�- �

period. T11ese f_i�ures represent about r.�0% of %he total sales activi.ty for the city.
Information trom the City Ylannin� I3oar_d indicates the city-��ide availability of
numerous, small, z*a.cant, Uuildable sites suitable for construction of si.nglc-far,ii.ly,
detached housin�. AuthorS.ty surveys ind7cate a substantial. number of such sites in
the Stimmit-Universi.ty Rene�aal area which is now in the. final pl�nning stage.
F. 7'he Authority has h�:,d an encour.aga.ng initial response to its invitation for pro�osals
by potential Turnl:ey devel.opers �f hous?_n` f�r the elderly, indicating a definite
local. interest in pa?-tiCip2ti_on in the Turnlcey P�-o�r�m. Further inq��iri.es have been
made with rnembers of t:he loc?1 builcting i.ndustry as to their partici.pation in the
program and a positive response has been recei.ved. It is also hoped that ne��aly-formed
nou-profit hous:ing �rou»s n.ay be able t:o participate through assistance to be provided
