1 WHEREAS, the adopted 2004 budget provided for the annual debt service payment on the 1496 Capital
Tmprovement Bonds; and

W�REAS, favorable market conditions made it advantageous for the City to refund these bonds; and
W�REAS, the council approved the refunding issue on Council File 04-288; and
WxEE�AS, the budget must be amended to pay principal on the refunded bonds;
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the City Charter, does certify that there are funds of
$3,295,000 auailable for appropriation in excess of those estimated in the 2004 budget; and
WIIEEREAS, the Mayor recommends the following changes to the 2004 budget;
