THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That the Zoning Code, Chapters 60 to 64, inclusive, of the Saint Paul Legislative Code, pertaining to Use Districts, Height Districts and Rezoning of certain pro— perties in the City of Saint Paul, as amended, be and the same is hereby further amended so as to rezone the following des— cribed propert.y from "A" Residence District to "C" Residen.ce District, to—wit: Lots 18 and 19, Block 7, Rice Street Villas; situate on property located on the east side of Woodbridge Street between Hoyt Avenue and Wheelock Parkway in the City of Saint Paul. Okoneski to rezone from "A" Residence to "C" Residence property located on the east side of Woodbridge Street between Hoyt Avenue and Wheelock Parkway. This property is described as Lots 18 and 19, B1ock 7, Rice Street Vi11as. The petitioner proposes to develop the site with a six-unit apartment building. This matter was considered at the December 21, 1967 Board of Zoning meeting. The staff reported that the existing zoning includes "C" Residence to the south and west, and «A" Residence to the north ' and east. Existing development includes a 10-unit apartment building south; vacant 1and further to the south; a large new apartment devel- opment to the west; and single-family homes to the north and east. The Comprehensive Plan recommends R-3 (single-family development) for this area. Since the adoption of the Comprehensive P1an the character of this area has changed. Recent development between. Larpenteur Avenue and the Northern Pacific tracks and Rice Street and Western Avenue has been of an apartment building nature. The north-south a11ey provides a more logical land use change boundary than Woodbridge Avenue. B. HISTORY: None for this property (see following area history). The properties on the west side of Marion St. betwn. Idaho a.nd Larpenteur Aves. were rezoned in November, 1963. The lots on the east side of Marion St. were rezoned to -_ __ _ "C" Residence in 1966. The block bounded by Hoyt Ave. , Woodbridge St. and Marion St. and Wheelock Parkway were rezoned in June, 19(5 to "C" Residence. Two blocks bounded by Hoyt and Nebraska Ave. and Albermarle St. and Marion St. were rezoned to "C" _ Residence in March, 1964. The two lots on the northeast corner of Hoyt & Woodbridge St. were rezoned to "C" Residence in June of 1963.
