1 WHEREAS, the City Council and the Mayor of Saint Paul deem it an appropriate public
2 purpose to recognize City employees for their commitment and dedication to public service
3 through an annual Employee Picnic; and

5 WHEREAS, the City Council and the Mayor are desirous of recognizing City employee
6 efforts, dedication, and service commitment believing that it promotes positive employee morale
7 and results in excellent public and customer service for Saint Paul citizens; and

WHEREAS, the City Employee Services Committee is preparing for the annual
Employee Picnic to be held the evening of August 10, 2004, at Como Park; and
WHEREAS, in the past, local businesses and unions have contributed funds, goods or
services that can be used as awards in random drawings for employees who attend the picnic and
have also provided funds, goods or services for the picnic itself; therefore, be it
RESOLVED, that the Mayor and the Saint Paul City Council hereby authorize the
members of the Employee Services Committee to act on behalf of the City to solicit and request
donations from azea merchants, unions and others for the Empioyee Picnic to be held on August
10, 2004; and be it
21 FINALLY RESOLVED, that a list of such donations, with the name of the donor and
22 esrimated value of the donation, shall be kept and included in a future resolution accepting the
23 donation in compliance with all the requirements of Chapter 41 of the Administrative Code.

INiTIATING PROBLEM, ISSUE, OPPORTUIVITY (Who, R'hat, When, Where, Why): The City Picnic is an annual
event which has been held as a recognition for City employees for approximately 20 yeazs. All City employees and their
families are invited to attend, demonstrating the City's appreciation for their employees' commitrnent and dedication on
behalf of Saint Paul's residents and business owners.
