INITIATING PROBLEM, ISSUE, OPPORTUNITY (Who, What, When, Where, Why):
The Director of Parks and Recreation asked that the Office of Human Resources study the position responsible for
management of the Design and Construction functional azea. This posifion had been allocated to the Principal Designer
class and had not been studied for appropriate classification since 1984. Recently, the long term incumbent rerired and a
new incumbent was hired. The new incumbent submitted a Job Profile describing the current duries and responsibilities. A
thorough study of the posirion was conducted. The position was compared to relevant class specifications and positions and
, a QES job evaluation was condueted. The result was a determination that the position should be ailocated to a new
�'" classification titled Pazks and Recreation Design Manager. This class better describes the purpose of the position, the
sgecific duties, the competencies required of a successful incumbent and tl�e minimum qualifications of a candidate for this
Parks and Recreation major funcrional area management level position.

Principal Designer Position Classification Study
We have completed our study of the Principal Designer position held by Tim Agness. We
haue reviewed relevant job information, and conducted comparisons with related class
specifications and positions.
This study revealed that the posirion should be allocated to a new classification titled Pazks
and Recreation Design Manager. The Principal Designer class no longer adequately
describes the position. The new class more closely describes the management of the Parks
and Recreation Division Design and Construction functional area. It also better describes
the purpose of the position, the specific duties assigned, the competencies of a successful
incumbent, and the minimum qualification of candidates for this very unportant Parks and
Recreation Division functional area management posirion. Also, we have recommended that
the pay for the new class be assigned to grade 26, of the Saint Paul Supervisors Organization
(SPSO) Salary Schedule, Bargaining Unit 09. This is the same pay grade as that assigned
the old Principal Designer class and the Parks and Recreation Manager class. So, there
should be no additional costs involved in implementing this determination.
In accordance with Civil Service Rules, we will be sending you and SPSO a 20-day notice to
establish the new class. Once we have your sign off and that of SPSO on the notice, we will
process a City Council Resolution to establish the pay rate for the new class. Once the pay
rate is established, you will need to initiate a requisition should you choose to reallocate the
incumbent. This needs to go through the required process, which includes obtaining a hiring
waiver from the Director of Financial Services and the City's Deputy Mayor.

Background •
The position in question is currently allocated to the Principal Designer class. The position was
last studied for appropriate classification approximately 20 years ago at the time of the original
Comparable Worth, Classification, and Compensation study. That study began in the summer of
1984 and the final report was released in December 1985. The Director of Parks and Recreation
asked that the Office of Human Resources study this position in order to determine an
appropriate classification based on currently-assigned duties, responsibiliries, and required
competencies. The Director believes that the Principal Designer classification is no longer
appropriate for the position in question because the nahue of the work performed is specific to
the planning, design, and construction of parks and recreational facilities and open space
management. Also, the Director believes that the position requires a comprehensive background
in landscape architecture. He pointed out specific background requirements in the landscape
architecture areas related to facility and site planning design, grading and drainage, park
structures, and park construction practices. Furthermore, the Director contends that the position
requires specific experience in the policies and procedures of the Parks and Recreation Division
and specific parks and recreation supervisory and management experience. The current
incumbent submitted a new Job Profile describing the position. At this time, there are two
positions allocated to the Principal Designer class. Besides the position that is the subject of this
study, there is another position in the Department of Planning and Economic Development
(PED) that, at the time that position was allocated to the Principal Designer class in 1994, the
position was responsible for managing the PED Urban Design Section.
Studv Components
A review was conducted of the incumbenYs Job Profile and the current Parks and
Recreation Division organizational struchue.
Interviews were conducted with the incumbent, the Pazks and Recreation Director, and

the Human Resources Organizational Development Consultant assigned to assist the
Division ofParks and Recreation.
Comparisons of the position in question were made with related class specificarions and
positions.
A QES evaluation and analysis was made.
Job Description
The position in question performs highly-responsible management, professional design, and
interagency liaison work in directing the design fixnctions of the Division of Pazks and
Recreation. Strategic leadership, design consultation, staff supervision, and representation of the
City as a member of regional design organizations is also provided. Furthermore, the position
initiates and facilitates special projects and manages the ongoing park system development and
redevelopment program.
General supervision of the position is the responsibility of the Director of Parks and ReEreation.
The position exercises full supervisory authority over eleven employees including nine
Landscape Architects, a Landscape Architect Trainee, and a Clerk Typist III. In managing
projects, the position also reviews the work of consulting architects and engineers who work
under contract with the City.
The typical duties assigned the position, the competencies that would be demonstrated by a
successful incumbent, and the minunum qualifications of candidates for the position are
contained in the attached class specification.
Comparison to Class Specifications and Positions
The duties and responsibilities of the position in question were compared to the class specifications
for and Job Profiles of positions allocated to the Landscape Architect III, Landscape Architect IV
Parks and Recreation Manager, and Principal Designer classes. The following information was
revealed:
Landscape Architect III
Positions in this class must be registered as Professional Landscape Architects by the State of
Minnesota. They perform highly-responsible and complex professional landscape architect work
in the Parks and Recreation Division. Landscape Architect III positions conduct complex design and
project management work. This includes preparing and reviewing project financing, conducting
meetings with the parties involved in the project, evaluating technical data, preparing graphics,
making cost estimates, determining the final design, and preparing the application for the site plan
review process. The position in question conducts professional landscape design and "project
managemeat work for the Pazks and Kecrearion Division, but the projects would be only the most
complex. Also, the position in question supervises all six positions allocated to the Landscape
Architect III class.

Landscape Architect IV
There is one position allocated to this class. This posirion performs supervisory and very complex
design and proj ect management work on large landscape azchitecture projects. This position reports
duectly to the position in quesrion and provides assistance in budget development, strategic
planning, development of policies and procedures, and supervision of professional staff in the
management and implementation of lazge and compiex development projects.
Parks and Recreation Manager
There are currently three positions allocated to this class. These positions perform highly-
responsible supervisory and administrative work in planning, directing, and evaluating a major
functional area of the Parks and Recreation Division. There aze five major functional azeas of the
Parks and Recreation Division. Those areas aze:
• Recreation Services, which includes management of the recreation centers, adaptive
recreation for senior citizens, community educa6on coordination, and municipal athletics.
A Pazks and Recreation Manager is responsible for this program.
• Snecial Services, which includes management of aquatics facilities and the swimming
program, golf operations, the slei program, the safetyprogram, Midway Stadium, and facility
contracts. A Parks and Recreation Manager is responsible for this program.
• Operarions, which includes management of the Parks and Recreation Division central
services facility maintenance, the park perxnit office, recreational and environmental
maintenance, contract and recreation support maintenance, park building maintenance, and
forestry/tree maintenance. A Parks and Recreation Manager is responsible for this program.
• Design and Construction, which includes management of planning and design,
construction, grants, and capital budgets, agency liaison, and land use regulation and review.
The position in question is responsible for this program.
• Como Campus, which includes management of the display of the plant and animal
collection, education of visitors about the plant and animal collection, the provision ofa safe
and welcoming setting for visitors, and the development and sustainment of a diverse
fundingbase. TheunclassifiedDeputyParksandRecreationDirectorpositionisresponsible
for this program.
The Parks and Recreation Manager class requires a Bachelor's Degree and seven years of experience
in a Public Parks and Recreation agency with at least three years of that experience being in a
supervisory capacity. Positions in this class aze generalist managers in the Pazks and Recreation
Division. The duties of the position in question are in a Parks and Recreation functional area that
is very specialized. The duties of the position require specific training and professional registrarion
in Landscape Architechue.
Principal Designer
There are two positions allocated to this class. One is the position in question, and the other is

currently located in the Department of Pla.uning and Economic Development (PED). Positions
allocated to the Principal Designer class perform highly-responsible supervisory and professional
work direcfing staff engaged in providing architectural and/or landscape azchitectural design,
construction, inspection and maintenance services. Positions in this class supervise azchitects,
landscape azchitects, engineers, and technical staff in planning and designing development
projects for construction on city/school-owned property or the development of land areas for use
as parks or other recreational facilities.
The position in PED was responsible for managing the Urban Design Section. At the time the
position was allocated to the Principal Designer class in 1994, the section consisted of three
architect positions and a working manager. The projects consisted of the Public Safety Design
study, Downtown Signs study, Wabasha Street Improvement, and the Downtown Urban Design
Plan.
The Principal Designer class requires a Bachelor's Degree in Architecture, Architectural
Engineering or Landscape Architecture and two yeazs of experience as an Architect III or
Landscape Architect III in the City service, or equivalent. A candidate for a position in this class,
must be registered as a professional architect or landscape architect in the State of Minnesota.
The Principal Designer class specification matches some of the duties of the position in question
in directing a design staff, but it does not adequately describe the primary responsibilities of the
position. The primary responsibilities of the position in question are providing leadership,
supervision, and management of Landscape Architects who are designing and managing Parks
and Recreation Division development and redevelopment projects. The minimum requirements
of the Principal Designer class also are not adequate. T`hey include Architect and Architectural
Engineering degree requirements and architect experience and professional registration. The
muumuxn requirements do not emphasize the degree of landscape architectural expertise required
of the position in question. The expertise required of the position is in the specific landscape
azchitectural areas ofparks and recreation open space, planving, design, and construction. An
incumbent should have experience in setting goals, objectives, policies, and procedures for a
parks and recreation system design function. This requires extensive supervisory and
management experience in a parks and recreation setting in order to successfully manage the
projects that make up the Parks and Recreation Division capital improvement program.
Q. E. S. Evaluation and Analvsis
The QES analysis supports assigning the position in question in grade 26 of the Saint Paul
Supervisors Organization (SPSO) Salary Schedule, Bargaining Unit 09.
Recommendation
It is recommended that a new class be created ritled Parks and Recreation Design Manager. This
class will more adequately describe the purpose of tha position, the specific duties, the
competencies of a successful incumbent, and the minimum qualifications of a candidate for this
Parks and Recreation Division major functional area management level position.

General Statement of Duties:
Performs highly-responsible management, professional design, and interagency liaison work in directing the design
funcrions of the Division of Parks and Recrearion; provides strategic leadership, desigi eacpertise, staff supervision,

project budgets, supervision of consultants, community relations, and the preparation of reports and documentation

Plans, develops, and reviews the Parks and Recreation Division capital improvement proposals and budget
estimates which includes advising the Director, reporting to the City Council and the Metropolitan Council, and
preparing and presenting reports to suburban city councils and planning commissions.
Plans and reviews the development of the annual budget for the operation of the Pazks and Recreation Design
Section and the regional City Design Center; reviews and approves expenditures within the approved budget.
Oversees the prepazation of and prepares applications for the acquisition of grant funding foz Park and Recreation
design projects.
Prepares and approves community proposals and community agreements regarding design projects including letters
of intent, memoranda of understanding, and others.
Reviews and approves design project-related pernut applications, zoning requests, and street vacations.
Serves as a liaison fox the City's Parks and Recrearion Division with community groups, individuals, design
organizations, civic organizarions, funding sources, regulatory agencies, partners, other governmental entities, and
non-profit organizarions in representing the City's interests regarding design projects.
