Dear Sir:
This is in reference to the appeal of Robert and Janet Kuhlman to
construct a 54 foot addition to the City View Motel located at Hudson
Road and Kennard Street. (See the attached legal description) .
This site is presently zoned "A" Residence which does not allow motels.
However, Section 64.03 (r) of the Zoning Code provides for an appeal to
allow a motel in an "A" Residence district, if it is located within one
block of a trunk highway. Council approval is necessary for such an �
apoeal.
This matter was considered at the October 19, 1967 Board of Zoning
Meeting. The staff reported that except for the commercial district ad-
joining to the east, the area is zoned "A" Residence. Most of. the area
is vacant. A single-family residence, a restaurant and a motel is to the
east. South is sin�le family residences.
Saint Paul's Comprehensive Plan recommends cor�nercial use for this
site. The 54' addition would leave a setback of approximately 50' from
the highway frontage road, and the State Highway Department has reported
that acquisition of the necessary right-of-way for Interstate Freeway 94
(Hudson Roa,d) has already been completed in this area. It was the findings
of the Board that the addition would not have a detrimental effect on
adjoining properties.
Therefore, the Board of Zoning recommends approval of the appeal
to allaw the 54' addition.

Board of Zonin� meetin�;. Th� staff reported that the
Traffic Engineer had approved the �1an as to traffic and
that the plan woul.d meet the desis�m standards for tha.s
type of facility if wheelsto�s are provided along the
P�ontreal Avenue fronta�?e.
Therefore, the Board af Zoning recommended approval
of the permit for the drive-in restaurant provided that
wheelstoDS alon�; the Montreal. Avenue frontage be pro-
vided. The anplican�C has since submitted new plans
incorporating�these wheelsto�s. It should also be men-
tioned that at �Che time of the Zoning Board meeting the
e�.ct location of the pub�ic street righ�C-of-way at the
west edge of the property was not definite. Therefore,
before a building oermit is gr�nted for the drive-in
restaurant the Publ.ic Works Denartment should be consulted
in order that there be no encroaehment on public �roperty.
