VJf3EREAS, this land exchange is tentatively funded in the proposed 2005 Capital ImpYOVement Budget, and
WHEREAS, the land exchange will affect the design of the parking lot for the new LaClinca Medical Facility
which is being constructed in 2004, and
WHEREAS, it is necessary to complete the land exchange in 2004 in order to coordinate with LaClinca Medical
Facility pazking lot construction, and
WF3EREAS, this land exchange will make it easier and more cost effective to construct a roadway segment between
Conwrd Street and Clinton Avenue should it be approved in the future, and
WHEREAS, there is available funding in the Phalen Wetland Restoration Project that can be used to o£f-set the
land value difference and surveying seroices that will be needed to complete the land exchange transaction, so
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor, and
advice of the Long Range Capital Improvement Budget Committee, that $69,043.63 is available for appropriation from
the 1995 Capital Improvement Budget to the 2004 Capital Improvement Budget, as heretofore adopted and amended by
this Council, be hereby further amended in the Improvement Budgets in the following particulars:

The Department of Public Warks, working in collaboration with the Depaz[ment of Parks and Recreation, the West Side Citizen
Organization and the Riverview Economic Development Association, is proposing an exchange of land between Yhe CiYy's Pazque Castillo
and the LaClinica Medical Facility located at 153 Concord Sffeet. This land exchange is supported by all pazties involved in the transaction
and will make it easier and more cost effective to construct a roadway segment between Concord Street and Clinton Avenue should it be
approved in the future. There is available funding in the Phalen Wetland Restoration Project that can be used to off-set the land value
diffeience and surveying services that will be needed to complete the land exchange transacrion
