Dear Sir:
This is in reference to the appeal of Ken-Harv Enterprises to construct an
addition to the Greenbrier Home, a half-way home for emotionally disturbed
and mentally retarded patients. The site in question is located at the north-
west corner of Birmingham Street and York Avenue (see the attached legal
description). Such a use requires a public hearing by the City Council
under Chapter 60.15 of the Zoning Code.
This matter was considered at the November 11, 1967 Board of Zoning meeting.
The staff reported that the site in question is presently zoned "C" resi-
dence. North of the site is zoned "C" residence and conanercial, east is "A"
and "C" residence and south and west is "B" residence. Existing development
in the area is predominantly single-family residential. Much of the area to
the south is vacant. However, adjoining the property to the north is the
present Greenbrier Home, and further north, across Case Avenue, is a Tele-
phone Company truck garage and storage building. The State Highway Depart-
ment reports that the subject property would not be disturbed by the present
preliminary plans for construction of Trunk Highway 212. The Saint Paul
Public Works Department Chief Engineer also reports that the City has no need
for the property for Thoroughfare purposes at this time.
It was the findings of the Board that the proposed addition would not be
detrimental to the area as it would be located between the present Greenbrier
structure and future Highway 212.
Therefore, the Board of Zoning recommends approval of the expansion of
facilities at the Greenbrier Home.

made-up of Kendall DeMa.rs and Harvey Svoboda, of 674 E. Highway 36, St.

The legal description of the premises effected is as follows:

that part lying North of a line running West at right

The property is at present vacant and unoccupied. It is proposed to
build upon said real estate a boarding care home.
The purpose of this appeaf is to procure permission to use said real
estate for the purposes hereinbefore set forth. The requirement for
this procedure is set forth in Legislative Code, chapter 60, section
15, paragraph 1.
Attached hereto are two site plans containing all of the information
required by the instruction form issued by the City Planning Board, un-
der date, August 26, 1965.
Enclosed is check made payable to the City of St. Paul, in the sum of
$20.00 to cover the f iling fee.

Greenbrier Home, an outstandin�; leader in our society for what
he is doing for humanity in providing a place v,rith such a home-
like atmosphere for the retarded. i3e has not only devoted his
lif e to the retarded, but �Ze is a father, a bi� brother, a friend
and companion to each and ever,y one of��em. The�r a11 love him,
Don "�ives and never counts tlze cost" . Iie does this because he
has a deep sense of r,�oral res�onsibility. Don disciplines these
men v�ith kindness and gentleness, b ut with firmness, and they
respond beautifully. Zn,e (t'Ze volunteers ) find it a pleasure to
work at Greenbrier i3ome.
Since you, the Council, are the voice of the city and
your decision reflects the attitudes of the responsible citizens
of the community, we are depending unon your support of Don
Van Slyko � s request for ?�ermission to b uild an addition to the
Greenbrier Home. This addition will �;reatly enhance the effec-

RESOLUTION PASSED ON NOVEMBER 7, 1967
Since Donald and Gerald Van Slyke built the Greenbrier Home,
located at Case and Birmingham on St. Paul ' s East Side, we have
viewed with great interest the progress made by many of the resi-
dents of the Home. There are now 25 men gainfully employed out-
side of the Home, thus removing them, in whole or part, from the
welfare rolls. Even a greater number have learned to perform
simple tasks at the Home, such as making their own beds, putting
their own things away, washinq dishes, and even waxing floors,
giving them a sense of accomplishment not possible to achieve in
an institutional environment.
We are pleased that a great number of people from St. Paul
and its surrounding communities have taken a very active interest
in the Greenbrier Home. They have volunteered their personal
time and services to help the residents learn many needed skills
enabling the men to gain a better self-image. The volunteers
include, among others, Girl Scouts, Boy Scouts, Church groups of
all denominations, service clubs, nuns, ministers, professional
people, and housewives.
We support the proposed addition to the Greenbrier Home
because it will :
1. Provide classroom space and space for craft activities to
help the residents acquire both knowledge and skills, thus
gaining self-pride.
2. Provide space for 50 additional men, thus helping alleviate
the crowded conditions at state institutions and allow
these new residents an opportunity to live in an atmosphere
which is more conducive to self-improvement.
3. Provide a therapy room�+a much more comprehensive program
can be developed for the physical needs of the men.
4. Include a gymnasium to provide long needed in-door
recreational facilities for the men.
