WHEREAS, Chapter 8'74 of the Laws of Minnesota for 1963
authorized the Water Pollution Control Commission to eatablish
stan.dard for sewage treatment; and
WHEREAS, Chapter 882 of the Laws of Minnesota for 1963
required the Minneapolis-Saint Paul Sanitary District to submit
a plan for improved treatment of sewage, such program to include
engineering studies and financing plans; and
WHEREAS, Such plans were developed as follows:
Northeast region - prepared by Saint Paul
Northwest region - prepared by Minneapolis
Southwest region - prepared by the Sanitary Diatrict
which plans the Sa3[itary District has submitted to the Water
Pollution Control Commission; a.nd
� WFiEREAS, In accordanee with said statutes, the City ia in
the process of developing for implementation of said atatutes
revised sewer charges based ori sewage flow; and
WHEREAS, This Coun.cil has pending before it a propoaed
ordinance which would permit the Council to authorize by resolu-
tion agreements between the City and its Suburbs; and
WHEREAS, Agreements are presently being drafted between
the City and its Suburbs whieh contemplate a provision that the
Suburba shall pay the City for the "Suburbs' share of the costs
incurred and recorded by the Gity for administration and billing
under this agreement" ; an.d FO PPROVED

WHEREAS, The Department of Public Works has established
a separate unit to handle this funetion; and
WI3EREAS, It is the best interest of the City and the
Suburbs that these costs be kept separate and apart from all
other costs; now, there�re, be it
RESOLVED, That there is hereby established a special
revenue fund to be known. as the "Suburb Sanitary Sewer Service
Fund". to which expenses incurred under the aforementioned pro–
vision of such agreement shall be eharged and all revenues
provided for by such provisions shall be credited thereto
together with such other revenue as the Commissioner of Pub1i0
Works shall direct; be it
FURTHER RESOLVED, That the Department of Public Works is
hereby authorized and directed to transfer from available depart–
ment fun.ds a sum not to exceed �25,000.00 for the establishment
o� working cash in this fund, to be refundable at such time as
available funds dictate; be it
FINALLY RESOLVED, �'hat the Comptroller shall assign the
proper account number to facilitate proper accounting of these
funds.
