RE The Council of the City of Saint Paul has had
i att tion directed to the inequitable distribution of state
funds pursuant to Chapter 32, Laws of Minnesota, Extra Session
1967, as they relate to Teacher Retiremen.t Systems in Cities of
the First Class; and
WHEREAS, It is imperative that the taxpayers in Cities of
, the First Class receive their full percentage of payroll tax
relief despite the difficulty in interpretting the language in
the law; and
WHEREAS, The inequity may be resolved through administra—
tive decision; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul urges
that appropriate action be taken by the appropriate agency to
secure an early and equitable settlement of this dispute; be it
FURTHER RESOLVED, That the Ramsey County Delegation be
urged to encourage such appropriate action and copies of this ,
resolution be forwarded to all of its members.

forwarded to us on December 22, 1967, protesting the inequitable
distribution of state funds pursuant to Chapter 32, Laws of
Minnesota, Extra Session 1967, as they relate to tea.cher
retirement systems in cities of the first class.
This office is not charged with the responsibility of making
this distribution and we have not participated in any of the
discussions concerning the method of distribution. We thank
