WI-�REAS, the Federal Courts Building is in the process
of being abandoned by the United States Government; and
WHEREAS, the General Services Administration can act
independently of the desires of Saint Paul residents ; and
WHEREAS, this structure is one of the most handsome
elderly struetures in downtown Saint Paul ; and
WHEREAS, the structure has state-wide historic and
architectural significance ; and
WHEREAS, it has been listed in the Planning Board' s
report entitled: Historic Saint Paul Buildin�s ; and
WHEREAS, numerous individuals and civic organizations
have called for its preservation, including the American
Institute of Architects, the City Planning Board of Saint
Paul, and the Minnesota Historical Society; and
WHEREAS, the retention of this building plays a
predominant role in the future reconstruction of the western
downtown as expressed in Planning Board reports entitled:
Hamm Square : A Potential for a Public Plaza; Saint PaulQs
Central Business District Development: A Goncept for its
DeveloAment; and Western Area; Central Business District;

� and historical value and is worthy of preservation;
