Frisch for a permit to install a 251-car parking lot in conjunction with a proposed 235-unit apartment development on property located on the south side of Larpenteur Avenue between Huron and Fernwood Street. This property is further described as �,the west 580 feet of the east 600 feet of Lot A, Block 2, Chelsea Heights except the east 50 feet of the north 150 feet of the west 580 feet and except part thereof taken for Larpenteur Avenue wideni.ng. This matter was considered at the December 19, 1968 Board of Zoning meeting. The staff reported that the plans meet the design standards for this '�ype of facility and have been approved, as to traffic considerations, by the �affic Engin.eer. It was noted, haaever, that this proposed development has increased in size from an original proposal of 124-units and that the development will create a high increase in traffic on surrounding minor residential streets. Mr. Frisch said that he has met with area residents and that current plans are agreeable to them. No one appeared in opposition to the application. HISTORY: On September 7, 1967 the �Zoning Board considered a p�tition to rezone from "A" Residence to "C" Residance the interior of this block except a 100 � foot strip on the east and south and a 50 foot strip on the west. At this � time, the applicant, hir. Harold Specktor and Mr. Frisch, indicated tha� they had been unable to secure a sufficien� petition without leaving this strip, that , the strip would servz as a butfer and would be used only for landscaping, and tnat tne proposed use was four, 31-unit apartment buildings totalir.g 124-units. ' The staff recomnended denial of this petition suggesting "C-1" zoning would be more appropriate considering the proposal and that any rezoning should cover the • � entire site. The Zonino Board and Council acted favorably on this petition. On June 20, 1968 the current applicant petitioned to rezone to "C" Residenca_ ' the 50 and lU0 foot �erimeter strio making up tne remainder of the property. Mr. Frisch at this tima, proposed 197 units on the east portion of the site and a nursing home fronting on Huron Street. He indicated that he woulsi pro- • vide 400 parking spaces or over two per unit, and that the buildings would be "high class" with elevators. The Zoning Board recomm�nded denial of tnis • pe�tition but it was granted by the Council subject to the condition that a st'rip of 20 feet on the west, 70 feet on the south �and 30 feet on the easf • remain undeveloped and that an additional strip of 20 feet on the east be restricted to parking garaoes only. The application before the Zoning Board • at this time concerns only the east portion of the total site leaving property with a depth of 218 feet fronting on Huron Street. • (OVER) 9. SITE CONDITIOVS: The interior of the site is low a�d slopes generally to the north and west. Considerable fill has been added to the site. Larpenteur Avenue to the north slopes down -to the east and consists of two lanes plus parking in both directions and has a raised median. The site is vacant and - wooded. ' ' ' H.
