04-376Council File # ' �� Resolution # Presented By Referred To Green Sheet # ���� !� RESOLUTION � CITY OF SAINT PAUL, MINNESOTA � l��`� Committee: Date 2 FY2004 CONSOLIDATED PLAN (CDBG,ESG,HOME) SUBMISSION 4 5 WHEREAS, the Council of the City of Saint Paul did approve, upon the recommendation of 6 the Mayor and with the advice of the Capital Improvement Budget Committee, the FY2004 7 Community Development Block Grant (CDBG) Program as part of the 2004 Capital Improvement 8 Budget and the 2004 Special Funds Budget; and 9 10 11 WHEREAS, the appropriate public hearings on the 2004 Consolidated Plan have been held 12 in accordance with the requirements of the U.S. Department of Housing and Urban Development; 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 now, therefore, be it RESOLVED, that Mayor Randy Kelly, as Chief Executive Officer of the City of Saint Paul, is hereby authorized and directed to submit the 2004 Consolidated Plan to the U.S. Department of Housing and Urban Development in such form as prescribed by the regulations of said Department; and be it FURTHER RESOLVED, that the Mayor or his designated representatives, PED Grants Management staff, are further authorized to submit to the U.S. Department of Housing and Urban Development any assurances, certifications, technical changes or additional information that may be required by said Department during their review of the City's 2004 Submission for Federal Assistance; and be it 29 FURTHER RESO�VED, that upon notification of approval of the Gity of Sa+nt Paul's 2004 30 CDBG, ESG, and HOME Programs by the U.S. Department of Housing and Urban Development, 31 the Council does hereby authorize the proper City officials to execute the grant agreements and 32 contracts between the U.S. Department of Housing and Urban Development and the City of Saint 33 Paul for the 2004 Programs; and be it 30 31 32 33 34 35 36 37 Page 2 of 2 �' 38 39 FURTHER RESOLVED, that the proposed financing for the 2004 HUD Programs is provided 40 in the foilowing manner: 41 42 43 2004 HUD Resources 44 45 2004 CDBG Entitlement $ 9,526,000 46 2004 ESG Funding 351,017 47 2004 HOME Funding 2,539,044 48 2004 ADDI Funding 280,227 49 CDBG Program Income 1.974,000 50 51 Total $ 14,670,288 52 53 54 and be it 55 56 57 FINALLY RESOLVED, that the projects and activities to be financed through the HOME and 58 ESG programs will be selected through separate processes, and will come before the Mayor and 59 City Council at a future date. The plan includes Conmmuity Development Block Grant (CDBG) funding of $9,526,000, HOME funding of $2,539,044, Emexgency Shelter Criant (ESG) fuuding of $351,017 and American Dream Downpayment Initiative (ADDI) funding of $280,227.
