i WT�REAS, on February 25, 2004, the City Council of the City of Saint Paul adopted Council File #04-240,
z said Resolution being the Ratification of Assessments for Property Cleanup during September and October
s 2003 (File No. 70308A, Assessment No. 9953), and
s WHEREAS, the property at 944 Euclid Street, being described as:
Lot 29, Block 77, Lyman Dayton's Addition,
9 with the property identification number of 33-29-22-31-0148 was assessed an amount of $397.00 for the
io properry cleanup,and
ii
tz WFIEREAS, the Legislative Hearing Officer recommends deleting the assessment because the property
is owner did not receive proper notification, as the owner recently purchased the property and Fiainsey County's
�a records did not show that the properry had a new owner; and
is
ie WITEREAS, the original Report of the Legisla6ve Hearing incorrectly noted that the Legislative Hearing
» Officer recommended approval of the assessment;

�s THEREFORE BE IT RESOLVED, that the amount of the assessment far this property be deleted, and

zi BE TT FURTHER RESOLVED, that the reduction of $397.00 be funded by the Exempt Assessment Fund.

944 Euclid Street (30308A)
Ms. Moermond stated this is a regular yazd cleanup with refuse and debris. It was a registered
vacant buliding with a new owner.
Kate McClure, 889 Mount Street #3, appeared and stated she is the previous owner. The
property was sold on November 21, 2003. They were rehabilitating the property, and some
things were taken out of the house. She went to the property one day and the things were gone.
Then, when the properiy assessment seazch was done for the seil, this came up. Prior to this, she
had no knowledge. She never received a Sunmiary Abatement Order. Teng V ang, one of the
inspectors, sent it to the previous owner's address.
Ms. Moermond asked how long she owned the properiy. Ms. McClure responded the end of
March 2003.
Ms. Moermond stated normally it takes three to four months for a name change on a property
record. By the end of October, the name should be on the record.
Mr. Magner stated the computer ar the search did not recognize this was a vacant building. It
was referred to an inspector, and he issued the Sununary Abatement Order to the owner of
record. That is why Ms. McClure did not know. She did not receive notification. The City
probably acted in error in doing the abatement even though they knew about it.
Ms. Moermond recommends deleting the assessment because Ramsey County's tax records aze
not up-to-date.
