Weather Bureau and the United States Army Corps of Engineers have advised that it is ex- tremely likely that Saint Paul and surrounding communities will experience a flood during the spring of ig69 of unprece- dented magnitude ; and WHEREAS, the Council finds therefore that a state of emergency exists , Now, The refore, be it RESOLVED, That the proper City officers are hereby authorized and directed, under emergency provisions of the City Charter, Section 291, to negotiate, purchase and contract for materials , supplies and labor, without advertisement or competitive bid, for the fabrication of 1, 000, more or less , re-usable steel flood wall extenders at a cost of approximately �30,000 for use on Shepard Road and vicinity, said cost to be charged to Cleaning Paved Streets Capital Outlay Fund 0252-800� to be reimbursed from Flood Control Bond Fund 7230 or Flood Emergency Funds ; and be it FURTHER RESOLVED� That the prior Resolution of this Council, Gouncil File No. 242354, be and the same hereby is rescindea: - "� r FORM A��� �� ...�-.-- unset qcst.
